City Manager Cartwright summarized the three levels of service provided by
the City in maintenance of our storm water control system, as explained in
Council Letter No. 333•
Community Services Director Fondrick provided a brief history of the storm
water maintenance system. City Engineer Eastling spoke regarding the Storm
Sewer Maintenance Act.
John Harwood, of Orr-Schelen-Mayeron & Associates, Inc., (OSM) explained
computer modeling of the City storm sewer system and its relationship to the
Capital Improvement Program for storm sewers. He said the total cost of the
highest priority projects would be approximately $4.1 million.
There was discussion regarding the necessary path heights for Richfield
Lake to sustain various levels of rainfall.
City Engineer Eastling presented a slide presentation on financing storm
water utility levels of service and the use fee schedule for each level of
service.
Mayor Hamilton indicated another session in the near re would be
