SPECIAL MEETING - BUDGET HEARING

Call to Order 7:06 p.m.
COUNCIL PRESENT: Jahn Hamilton, Ivan Ludeman, Martin Kirsch, Howard Bunce,
Donald Priebe.
STAFF PRESENT: John Cartwright, City Manager, Tom Morgan, Public Safety
Director, Steve Devich, Acting Administrative Services

Finance Manager.

City Manager Cartwright presented- the budget message and made an overall
summary of the revised 1984 and proposed 1985 budgets. The City Manager
indicated that the budgets were balanced.
The City Manager reviewed the General Fund Legislative/Executive Fund
budget. Council members directed the City Manager to prepare a listing of all
memberships of the Mayor and Council and reduce the proposed increase in the
retainer fee far the City Attorney from 6~ to 5~.
City Manager John Cartwright presented the Public Safety budget. There was
discussion regarding the delay in filling two police officer vacancies, because
of a deficiency in funding. The Council directed Mr. Morgan to fill the
vacancies as soon as possible and make any necessary appropriations out of fund
balance at year end.
The City Manager reviewed the General Fund Administrative Services budget.
The council approved an increase in the Cabie TV Division of $3,640, and
reduced travel by $1,000, while increasing maintenance and repair by an equal
sum.
The City Manager reviewed the General Fund Community Development budget.
There were no changes.
The meeting was adjourned at 9:25

1. CONSIDERA YON OF A DRAFT COMMUNITY SURVEY QUESTIONNAIRE
Bab Nelson made a presentation and led the discussion on the
draft of a Community Survey Questionnaire. There was general
discussion regarding the questions contained in the survey.
Various suggested changes and modifications were incorporated
into the questionnaire.
It was established that the questionnaire would be mailed
out to selected residents in early October.
