08-20-1984 SpecialCITY OF RICHFIELD SPECIAL PUBLIC MEETING August 20,.1984 4:00 p.m. A special meeting was held on August 20, 1984 at 4:00 p.m. in the council chambers of the city hall for purposes of receiving public input on. the proposed receipt and disbursement of Federal Revenue Sharing Funds. City Manager John Cartwright called the meeting to order at 4:00 p.m. Present: City Manager-John G. Cartwright Acting Director of Administrative Services/Assistant City Manager- Steven L. Devich City Clerk-Sylvia K. Bergh 1. .1985 Federal Revenue Sharing~Fund Discussion This item was introduced by Manager Cartwright who stated that the 1985 funds available to the City of Richfield for appropriation as follows: $.162,000 Entitlements $ 8,000 Estimated Interest 0, 00 Total Manager Cartwright reported that ,it will be his recommendation to•the city council to utilize appropriations for various capital improvements. Manager Cartwright outlined his recommended expenditures as follows: Forestry ~ $ 25,600 Park Land Acquisition $ 36,400 City Hall Improvements $ 25,000 Fire Vehicle Reserve $ 45,000 Public Safety Commission Reserve $ 30,000 Total 2,0 0 Mayor John N. Hamilton-appeared at the meeting at 4:10 p.m. No members of the general public appeared to give testimony. The meeting was called to order by Mayor Hamilton at 6:34 COUNCIL MEMBERS PRESENT: Hamilton, Bur.ce, Ludeman, Kirsch, Priebe. STAFF MEMBERS PRESENT: John Cartwright, City Manager, Dennis Kraft, Community Development Director, Clayton LeFevere, City Attorney, Steve Devich, Acting Administrative Services Director/Assistant City Manager. The City Manager requested that three additional items be added to the agenda: Council Letter 2g2, a request for a temporary ground sign at the Hub Shopping Center from Richfield High School; Council Letter 293, a request by St. Peter's Church for temporary banners, pennants and ground signs; and Council Letter 2g4, a revised schedule for the review of 1984 Revised and 1985 Proposed Budgets. M/Bunce, S/Ludeman, to approve the agenda with the addition of the items requested by the City Manager. All voted aye. Motion carried. 1. CONSIDERATION OF CITY ADMINISTRATION'S REQUEST FOR CITY COUNCIL AUTHORIZATION TO MAKE A DEPOSIT OF $36,061 TO THE MINNESOTA ENERGY AND ECONOMIC DEVELOPMENT AUTHORITY TO PROTECT RICHFIELD'S INDUSTRIAL DEVELOPMENT BOND ENTITLEMENT FOR 1884. City Manager Cartwright summarized the request set forth in Council Letter 291. The City Manager explained that under new Minnesota law it was necessary for an entitlement city, such as Richfield, to make a deposit equal to 1~ of any proposed bond issue in order for the City to protect its 1984 industrial development bond entitlement beyond August. Such deposit must be made with the Minnesota Energy and Economic Development Authority on or before September 1, 1984. He further stated that if Richfield is successful in protecting the entitlement, then decides not to issue Industrial Development Bor.ds, and it notifies the M.E.E.D.A. by October 31, 1984, Richfield will get back the entire $36,061 deposited. Councilman Ludeman asked if other communities would be treated the same ir. respect to such deposits. The City Manager answered yes they would. Councilman Priebe asked if there would be ar.y interest payments for the time the money was held by the M.E.E.D.A. The City Manager responded that there would be no interest payment. Councilman Priebe then asked if there would be ar.y projects which-could be ready by October 1, 1884, and if the money were kept by the State past the October 31 date if the City could lose a portion of the deposit. Dennis Kraft Special Council Meeting Minutes -2- August 20, 1984 responded that there was a potential of perhaps the Opdahl or Cedar Avenue sites with Lincoln Properties which may potentially be ready by the October 31 date. He also responded that the City could lose 2/3 of the deposit if it were left past the October 31 date. However, the Council was told that the City intended to request the return of the deposit by October 31, so that it wouldn't lose any funds. M/Ludeman that the City Council direct the City Manager to inform the State of the City's intent to use I.D.B.'s and authorize payment of the 1 fee 3 ,0 1 , on or be ore September 1. 1984. S Priebe. All voted aye. Motion carried. 2. REQUEST FOR A TEMPORARY GROUND SIGN AT THE HUB SHOPPING CENTER, FROM RICHFIELD HIGH SCHOOL. The City Manager briefly described the permit application for a temporary trailer sign measuring 12 by 25 feet to be erected at the Hub Shopping Cer_ter. The sign was in recognition of Richfield Senior High School Award of Excellence. M/Kirsch that the temporary sign at the Hub Shopping Center be approved. S/Bunce. All voted aye. Motion carried. 3. REQUEST BX ST. PETER'S CHURCH FOR TEMPORARY BANNERS, PENNANTS AND GROUND SIGNS. The City Manager presented a request by St. Peter's Church for permits in conjunction with their Fall Festival to be held during September 8 and g, 1984. The City Manager described the banners, pennants and the ground signs to the City Council. M/Ludeman, S/Bunce, that the City approve the request for temporar banners, pennants and grown signs ar. to waive the fee for sign permits. All voted aye. Motion carried. 4. REVISED SCHEDULE FOR REVIEW OF 1984 REVISED AND 1985 PROPOSED BUDGETS. The City Manager presented the City Council with a tentative schedule of dates for budget hearings to take place during September and possibly October, 1984. ~~ There was general discussion on the dates. The budget dates are September 5, September b, September 26, 1984, and a reserve date of October 3, 1984. The City Manager informed the Council he would publish notice of such dates in the official newspapers. No motion. was necessary.
