ADVISORY BOARD OF HEALTH
Special Meeting
June 25, 1984

Advisory Board of.Health Members Present: Ozols, Nevins, Myre,
Kinley, Lofstrom, Wenzlaff, and Esslanger.
Staff Present: City Manager Cartwright, Public Safety Director

P.M. and welcomed those present to the special meeting of the
City Council and the Advisory Board of Health.
~_, 1. Discussion of Proposed Smoking Regulations
City Manager Cartwright reviewed City Council Letter #227
to the City Council and Advisory Board ~of Health with regard to
smoking and no-smoking areas in City Hall. He recommended that
the Advisory Board of Health and City Council reconsider-earlier
actions to severely restrict smoking in City Hall, in favor of
two-phase plan to reach a smoke-free workplace. The first phase
would implement Plan "C", an intermediate plan which would
implement the regulations of the Minnesota Board of Health.
Prior to implementing Plan B, the second phase, staff would
assistance to City employees through various "stop-smoking"
programs and literature. City staff would subsequently report
City Council/Health Meeting -2- June 25, 1984
back to the City Council and Advisory Board of Health with
respect to to progress on the implementation of this two-phase
plan.
Gilbert Nevius said the Advisory Board. of Health does not
want to be the "bad guys", but sees its role to recommend the
best possible plan to the City Council and staff.
Lia Ozols said it is up to the management staff to work out
how to phase in a plan to meet the goal of the smoke-free
workplace.
Mayor Hamilton commented that the Council had moved quickly
on the recommendation of the Board of Health, and that it may
be appropriate to consider a more deliberate approach. Lia
Ozols said that it is important to have whatever policy is
adopted uniformly enforced throughout the workplace and meeting
rooms.
City Manager Cartwright said steps would be undertaken to
properly post work areas and meeting rooms so that the
regulations could be enforced. Mayor Hamilton said action will
be taken to implement the two-phase plan and keep the Advisory
Board of Health up-to-date on progress as recommended by the
City Manager in City Council Letter #227.
Board of Health Chairman Lia Ozols, introduced the Advisory
Board of Health members present, and proceeded with the rema-fining
Advisory Board of Health agenda items for discussion with the
City Council

2. In Search of Excellence Through Teamwork
Lia Ozols said the Board of Health wants to develop
excellent programs. She said they have developed their
objectives to review with the City Council for 1984 programs,
and also to report on work the Board accomplished in 1983.

of Health
Anne Kinley reported on actions undertaken during 1983 and
the first half of 1984: with respect to Board of Health programs
and activities. She said the Board has emphasised wellness and
public education to deter health problems. She also said the

Board has been working with South Hennepin-Human Seryices.,,~__he_
League of Women Voters, and other groups on various community
health programs.
4. Health_Promotion
Jane Myre said the purpose of this activity is to promote an
awareness of positive health habits in the community. She said
a Richfield Health Fair is planned for 1985• The Board is also
involved in promoting Minnesota D-Day (a stop-smoking program),
a Safe Halloween in Richfield, health awareness seminars, and
other activities.
Mayor Hamilton suggested a small pamphlet might be prepared
to place with health care providers in Richfield, so the public
could become better aware of the Board's health promotion
efforts.

5. Social Services
Jeanette Lofstrom reported on the Board's work in the social
services area, and reviewed a paper which had been prepared
concerning an analysis of child abuse and neglect cases in
Hennepin County and the City of Richfield. It was noted that
the City has provided funding upon recommendation by the Board
of Health, through the Community Development Block Grant program,
for various social services programs.
6. Environmental Issues
Gilbert Nevius reported that the Board had been working on
various environmental issues including smoking, airport noise,
and other matters.
Mayor Hamilton congratulated the Board of Health members on
their work, and said he believed the Board should be commended
for its dedicated efforts and activities to promote health and
wellness in the City of Richfield.
It was suggested that the Council and Board of Health meet
periodically to review progress on various health programs and
activities in Richfield.
The special meeting of the City Council was adjourned at
6:50 P.M.
