The Oath of Office for Mayor John Hamilton was administered by City Clerk City Manager Cartwright presented the communication from the Sun Newspapers The meeting was called to order by Mayor Sohn Hamilton at 7:00 p.m. Present: Bunce, Kirsch, Ludeman, Priebe and Hamilton 1. Oath of Office for Mayor Sylvia K. Bergh. Mayor Hamilton said he appreciated the opportunity to continue to service the citizens of Richfield. ~. Opportunity for Citizens_to Address the Cites Council No one appeared. 3. Designation of_Official Newspaper that requested the Richfield Sun be designated as the official newspaper. He stated that the rates for legal publications were set by Minnesota State Law. Motion by Ludeman, second by Bunce, that the Richfield Sun be designated the official newspaper for 1984. Motion by Kirsch, second by Ludeman to approve the purchase of a Model 975 ~~1 '` ~ press from Itek Graphic Systems in the net amount of $9,995.00. All ayes - Carried. 6. Designation of Official Depositories for 1984 and Approving of Collateral City Manager Cartwright reviewed Council Letter No. 5 concerning official depositories to be used by the city in 1984, and to approve :the collateral pledged by these depositories. Nays - None. Carried. This resolution appears as Resolution No. 6858 in Resolution Book No..50. 7. Request from Petitioner Paul Chellsen for the City Council to Consider a Nuclear Freeze Ordinance City Attorney John Dean reviewed Council Letter No. 6, reviewing the chronology followed by Mr. Paul Chellsen as the primary sponsor for an initiative petition for a nuclear freeze ordinance. Attorney Dean read City Charter Section 5.06, Filing of Petition and Action Thereon. Mr. Dean said, because there were not sufficient signatures on the petition, the council had three options. To refer the ordinance to the voters at the next regular election or a special election; to consider adoption of the ordinance by the city council.; or to take no action on the petition. Mr. Paul Chellsen, 1312 E. 78th Street, spoke to the council and audience on. behalf of the Richfield Peace Movement. Mr. Chellsen indicated that he had collected approximately 2,000 signatures, and his group wishes to place this issue on the ballot for the voters, or to have the city council adopt an ordinance supporting a nuclear freeze. Mr. Ken Savagesu, 6638 Elliot Avenue, appeared in opposition to a nuclear freeze ordinance, stating that such a proposal weakens our national defense. Bob Barry, 7128 Stevens, read a prepared statement in support of the nuclear freeze ordinance, indicating his concern about the future of his own four children. Mayor Hamilton read a quote from Brian Crozier, British Consultant on International Affairs, concerning some of the organizations which support a nuclear freeze policy. Special City Council Meeting -b- January 3, 1984 Council Member Don Priebe stated he did not believe this issue is under council purview, and indicated that the issue should be placed on the ballot for the people to decide the issue. Council Member Priebe indicated he is i n favor of including this ordinance on the May, 1984, school board election. Council Member Howard Bunce stated that, although he feels this is a national issue, the local community could send a message to our national officials. Council Member Bunce stated that he supported putting the issue on the~November, 1984, election ballot. Mayor Hamilton indicated that he shared the group's concern, and commented that no one is for nuclear war. Joy Curran, 7221 Vincent Avenue, spoke on behalf of the petition. Motion by Bunce, second by Priebe to place the nuclear freeze ordinance on the November, 1984, general election ballot. Poll of votes: Ayes - Bunce, Priebe. Nays - Hamilton, Ludeman, Kirsch. Motion failed. Council Member Ludeman urged the petitioners to appeal directly to national representatives in Washington, D.C. regarding the nuclear freeze issue. 8.
