09-14-1983 SpecialCITY OF RICHFIELD SPECIAL MEETING - BUDGET HEARING September 14, 1983 The city council of the City of Richfield met in special session in the council chambers of the city hall on Wednesday, September 14, 1983 at 7:00 p.m. The meeting was called to order by Mayor John Hamilton at 7:00 p.m. Present: Councilmembers Bunce, Hassenstab, Kirsch, Ludeman, Priebe, Mayor Hamilton Staff Present: Acting City Manager Morgan, Community Services Director Fondrick, Finance Coordinator Jean Mitchell, Assistant City Manager Ron Rankin 1. General Fund Budget Review Acting City Manager Tom Morgan presented information concerning reductions that were made by General Fund departments during the budget process. Council discussed the extent of these reductions. The council also discussed Cable TV revenues and the city uses of Cable TV. Council commented regarding the level of expendit ures for legal services and long-term prospects for legal services to the city. Mr. Morgan commented on how the charges are made and said that Richfield receives a favorable rate. The council indicated a need to study the issue during 1984 to evaluate the long-range need and cost of legal services. The recodification project was also discussed. " """ - ~ _ Assistant City Manager Ron Rankin presented information on the Administrative Services Department budget. The council discussed school and city elections and possible cost sharing arrangements. Questions were asked about motor vehicle-licensing hours, space arrangements, as well as the revenues coming to the city from that activity. .t Councilmembers also discussed the assessing activity, presently provided under contract with Hennepin County. Special Meeting, Budget Hearing -2- September 14, 198 Community Services Director Don Fondrick presented information on the Community Services Department budget. An overview and summary information sheets were presented and reviewed. It was asked what information had been presented to the Community Services Advisory Commission. Discussion followed regarding the newsletter, ice arena and other divisions. Review was made of playground programs at the parks for 1984, as proposed by the Community Services Advisory Commission. The question was asked as to how the sites were determined. Discussion followed concerning outdoor skating sites and the Fourth of July activities. It was suggested to increase the city's contribution to the Fourth of July celebration by $2,000 to $3,000. Council directed that the Fourth of July budget be increased to $8,00. The council reviewed the balance of the divisional budgets in the Community Services Department, discussing budget related effects on city programs and activities. The council asked about spraying for weeds and the potential cost of contracting or having the city doing it. Discussion ensued regarding the spring cleanup, the cost, and the extent of the need for the program in the city. The idea of offering the program on a self-supporting basis was requested to be examined.
