SPECIAL MEETING - BUDGET HEARING
August 31, 1983
The city council of the City of Richfield met in special session in the
council chambers of the City Hall on Wednesday, August 31, 1983 at 7:00 p.m.
The meeting was called to order by Mayor Hamilton at 7:00 p.m.
Present: Councilmembers Bunce, Kirsch, Ludeman, Priebe and Mayor Hamilton
Absent: Hassenstab (out of town)
1. Overall Budget Review
Acting City Manager Tom Morgan presented the 1983-1984 budget to the city
council. Mr. Morgan reviewed the transmittal message to the city council and
the fiscal policies under which the city operates.
Mr. Morgan further presented an overview of the aggregate budget, including
tax levies, local government aid and mill rates.
Councilmembers asked questions and discussed the overall level of revenues
and expenditures proposed in the budget.
Assistant City Manager Ron Rankin reviewed the statistical section of the
overall budget with councilmembers. Discussion followed concerning the assessed
value in the city, borrowing and debt policies and other factors.
Councilmembers requested additional information concerning the impact
of the budget on property taxes for properties of various values.
The meeting adjourned at 9:00 p.m.
