08-27-1983 Specialn ~r CITY OF RICHFIELD SPECIAL CITY COUNCIL MEETING August 27, 1983 The City Council of the City of Richfield met in special session on Saturday, August 27, 1983. The meeting was called to order in the city hall council chamber at 2:00 p.m. by Mayor John Hamilton. Present: Bunce, Hassenstab, Ludeman, Kirsch, Priebe, Hamilton Also Present: Mr. Loren L. Law, of Loren L. Law & Associates, the consultant who conducted the executive search for a new city manager. Mayor Hamilton announced that this special meeting had been called for the purpose of selecting a new city manager, in culmin- ation of the executive search authorized by the city council in June, 1983. Mayor Hamilton stated that the city council had in- terviewed five of the applicants, all of whom were outstanding candidates, and all of whom were capable of assuming the city manager position. He said that it had been a difficult decision to come up with one finalist. Mayor Hamilton commended Mr. Law for an outstanding job in selecting the candidates and thanked him for his excellent help. He also thanked the members of the council for their time and efforts during the selection process. Mayor Hamilton then turned the meeting over to Mr. Law to explain the recruitment anal selection process. Mr. Law presented an overview of the selection process in the ~l search for a new city manager, and reported that at the conclusion of the interviewing process, all five of the final candidates had indicated a willingness to be considered; namely, Mr. John Ander- son, Mr. John Cartwright, Mr. Thomas Markus, Mr. Thomas Melena, -2- August 27, 1983 and Mr. Thomas A. Morgan, Jr. He stated that at the conclusion of the interview and council evaluation process, the city council had come to the unanimous choice of Mr. John Cartwright of DeKalb, 111 ino is . Each council member made general comments expressing their appreciation to Mr. Law for the thoroughness and professionalism of the selection process, and for the excellent and outstanding candidates. Each indicated their pleasure that the final selection had been a unanimous choice of the city council. Motion by Hassenstab, seconded by Kirsch, to appoint Mr. John Cartwright as city manager. All ayes - Carried. Mr. I,aw recommended the following remuneration package for Mr. Cartwright, specifying these items: 1. That Mr. Cartwright commence work in Richf ieid on October 1 , 1 983; 2. That the city contribute an amount equal to 5.5~ of Mr. Cartwright's salary to ICMA Deferred Compensation Plan in lieu of PERA: - ---- - 3. That Mr. Cartwright be granted-four weeks vacation leave in 1984; and that the four weeks not be used all at one time ; 4. That the city manager be granted 30 days advance sick leave to be converted to the city's management personal leave benef it plan; 5. That Mr. Cartwright receive all holidays as provided for in city ordinance; -3- August 27, 1983 6. That the city manager be provided, at city expense, full individual and dependent medical and dental insurance coverage; 7. That the city manager be provided with the Long Term Disability plan as provided for other city management em- ployees, and that in addition, the city pay .the premium for ICMA Long Term Disability insurance-for Mr. Cartwright in the amount of $35 per month; 8. That Mr. Cartwright receive $5,000 life insurance as pro- vided in city plans, plus term life insurance in an amount twice his annual salary, such premium to be paid by the city; 9. That the city pay dues for local, state and national pro- fessional associations, as provided through the city budgetary process ; _ ,~ 10. That the city pay dues for civic and service club organi- nations of the city manager's choice; 11. That complete moving expenses will be paid by the city; 12. -That Mr. Cartwright receive a one-time relocation payment of $2,000 to cover commuting and associated relocation expenses; 13. That a severance clause be established which provides that, if the city manager resigns he be required to provide 30 or 60 days notice, and if the city manager is separated without cause, up to three months severance will be paid; 14. That the city manager be paid an annual salary in 1983 of $51,000 per annum; -4- August 27, 1983 15. That the city provide a city owned vehicle for the use of the city manager or a car allowance of $250 per month, plus 22G per mile for all driving on city business outside tre seven county metro area. Motion by Ludeman to approve the package as outlined by Mr. Law with the requirement that Mr. Cartwright give 60 days notice should he resign from the city. Motion failed for lack of a second. Council members indicated their preference for 30 days notice. Motion by Ludeman, seconded by Bunce, to approve the package for Mr. Cartwright as outlined by Mr. Law, with the-city manager to give 30 days notice of resignation, and with the matter of a c-ar allowance or a city vehicle to be resolved later. All ayes - Carried. M~r. and Mrs. Cartwright were invited to the meeting. Mr. Cartwright indicated his willingness to accept employment based upon these terms. 1 The other candidates were presented to the council. The council members individually-expressed their appreciation to these candidates for their interest in the Richfield City Manager position and wished them well in their future career endeavors. The council expressed appreciation to Mr. Thomas A. Morgan, Jr., Acting City Manager , and the city s taf f for their efforts during the selection process.
