SPECIAL CITY COUNCIL MEETING
August 15, 1983
7:00 p.m.
The city council of the City of Richfield met in special session on August 15,
1983 at 7:00 p.m. in the council chambers of the city hall. Mayor Hamilton called
the meeting to order at 7:03'p.m.
Present: Bunce, Hassenstab, Kirsch, Ludeman, Priebe and Hamilton.
1. L/HIN Urban Design Element Discussion
This item was introduced by Mayor Hamilton. Mr. Tom Dufresne, representing
Lincoln Properties, updated the city council regarding the status of the proposed
redevelopment of the property northeast and southeast of the intersection of 66th
Street and Nicollet Avenue. Mr. Dufresne noted the need to discuss the plans and
redevelopment design with regard to the L/H/N design guidelines previously
established by the council. Mr. Ron Krank, architect for the developers, discussed
the design plans for the development, including signs, colors to be used and the
covered walkway or mansard roof, particularly with regard to the application of
the L/H/N guidelines for the project. Mr. Krank indicated that the plans are
to use a metal canopy instead of wood and discussed pros and cons of metal versus
the use of wood. Comments were also made by the supplier of the metal material to
be used in the canopy, who was present at the meeting.
Community Development Director Dennis Kraft indicated that the developers have
attempted to tie the area together through the redevelopment plan, and believes the
material as presented by the developer can be used effectively in the development.
Mr. Tom Dufresne, Lincoln Properties, described the planned five-foot ,overhang of
the canopy and how the project relates to other building designs in the L/H/N.
For the Red Owl building, the canopy would start on the east side, wrap around
the full length of the north and west sides, and end on the south side at the
rear of the building. Councilman Priebe made comments to clarify the extent of

issues before the council, that it is limited to the materials to be-used in the
design of the canopy only and that no other deviations from the guidelines are
before the council. Questions and comments from council members followed, in-
eluding comments from Councilmember Hassenstab concerning the consistent enforcement
of the L/H/N design elements in the past and asking whether this proposal deviates
from past enforcement of the guidelines. He also asked what would happen the next
time a deviation from the guidelines is requested.
Other councilmembers commented that the design, as proposed by Lincoln
Properties, would look good and benefit the community. Comments were also made
about future proposals seeking deviations. Acting City Manager Tom Morgan stated
the guidelines would remain the same and any deviations could be considered on a
case by case basis as might be requested.
Motion by Ludeman, second by Bunce to grant approval for the material and design
for the metal canopy, as presented to the city council.
Poll of votes: Ayes - Bunce, Kirsch, Ludeman, Priebe, Hamilton. Nays - Hassenstab.
Carried.
Cauncilmember Hassenstab indicated his "no" vote was based on the principal
of not varying from the original guidelines established for the L/H/N.
At this time the council convened a concurrent meeting with the HRA for
the purpose of considering the next item.
