Special City Council Meeting
June 1, 1983
The special meeting of the Richfield City Council was called to order at
9:30 p.m. by Mayor John Hamilton.
Present: Hassenstab, Kirsch, Ludeman, Priebe, Hamilton
Absent: Bunce
The City Manager, Karl Nollenberger, indicated that the special meeting had
been set for the purpose of considering a city application to be submitted for
consideration for funding under the 1983 Jobs Bill appropriation to the Urban
Hennepin County Community Development Block Grant Program.
Commmunity Development Director Dennis Kraft made a presentation to the council,
outlining the staff recommendation for a proposal to be submitted to Hennepin
County for consideration. Mr. Kraft indicated that the city's proposal included
a request for $200,000 to be used in an economic development fund to assist
nonresidential projects of new construction or rehabilitation in order to add
employment opportunities and retain jobs in the community.
Council Members asked questions concerning specifics of the proposal and
how the economic development fund would operate in the community.
Debra Determan, of H.O.M.E. Services, addressed the council, suggesting
that requests should be made for funding to provide a work program for fixup
and painting work in Richfield under the auspices of H.O.M.E. Services. Ms.
Determan indicated that the project would employ three to five residents and
would benefit low to moderate income persons and the elderly. It was estimated
that the program costs to do this work would be approximately $7,000.
Mark Sandahl addressed the council, suggesting that a funding request be
made to provide employment opportunities at sliding-fee daycare facilities in
the community. Mr. Sandahl described a specific situation that he had become
aware of and the benefit that daycare systems would provide to such persons.

Council Member Kirsch moved, Ludeman seconded the motion, to approve an
application for funding for an economic development fund and a fixup painting
project .for the city. Council Member Priebe moved an amendment to the motion
to include as part of the application a request for funds for employment at
sliding fee daycare facilities. Mr. Sandahl was asked whether the daycare
operation was likely to request city funds in the future when temporary funds
ceased and he indicated that this was very unlikely.
The amended motion died for lack of a second.
Motion by Kirsch, seconded by Hassenstab that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes:

Special Meeting - Study Session
June 1, 1983
The Study Session of the City Council was called to order by Mayor John
Hamilton at 5:40 p.m.
Present: Bunce, Hassenstab, Kirsch, Ludeman, Priebe, Hamilton
Mayor Hamilton introduced discussion concerning determination of a selection
process to be used for filling the position of City Manager,and council members
commented in turn concerning the merits of using an executive search firm or the
council conducting the search and selection process itself. After discussion,
Council Member Kirsch moved, Hassenstab seconded the motion, to solicit three
proposals from executive search firms with a fee ceiling of $10,000 to be
submitted to the City Council by June 13, 1983.
Council Member Priebe commented that he thought that the council should
examine what an executive search firm has to offer, but the council should
not indicate any agreement to choose any firm to do the work.
Discussion followed concerning the intent of the motion and the type of
fees charged by executive search firms to conduct the employment search. After
further discussion, the motion and second were withdrawn in order that Council
Member Kirsch could restate the motion.
Council Member Kirsch moved, Hassenstad seconded the motion, that the
council utilize an executive search firm for the process and that three proposals
be solicited on the basis of a flat fee, plus expenses, and that the proposals
be submitted to the City Council by June 13, 1983. Further discussion ensued.
Poll of votes: Ayes - Bunce, Hassenstab, Kirsch, Ludeman, Hamilton. Nays -
Priebe. Carried.
Council Member Bunce commented that he believed a subcommittee could begin
evaluating candidates who have submitted applications so far, and then turn
them over to a search firm. Council Member Ludeman moved, Kirsch seconded the
motion, to solicit the three proposals from Loren L. Law and Associates, Paul
Special Study Session -2- June 1, 1983
A. Reaume and Associates, and Kornferry International, and that proposals be
submitted to the City Council no later than June 13, 1983.
A11 ayes - Carried.
Mayor Hamilton clarified that the Council is seeking written proposals
from the search firma and not personal appearances with presentations to the
City Council.
The study session was adjourned at 6:45 p.m.
