JOINT MEETING WITH CITY COUNCIL
May 16, 1983
The Human Rights Commission met in joint session with the Richfield City
Council at 6:30 p.m. in the city hall council chambers on May 16, 1983. The
meeting was called to order by Mayor Pro Tempore Ivan Ludeman at 6:30 p.m.
Present: McGinnis, Farrar, Lindberg, Soderberg, Hanson, Houlton, Wilmer,
Johnson, Koenig, Secretary Eileen Anderson, Council Members Bunce,
Kirsch, Ludeman and Priebe. Also present were City Manager
Nollenberger and the Director of Administrative Services, Ron Rankin.
Absent: Hamilton (vacation), Hassenstab (at Legislature) Healy (excused)
After the commission members and the council introduced themselves, Chairman
McGinnis reported on the seven goals which the commis ion had set for the previous
one-year period. The goals were:

Continuation of the At Your Service Column;
Brochure on the Human Rights Commission;
Continuation of the Citizen of the Year Program;
Town Meeting;
Speakers' Bureau;
Participation in Fourth of July;
Input to council on Human Rights matters.
Four of these goals have been made; one, the Speakers' Bureau is in progress,
and two, the Town Meeting and the input to the city council on legislative matters
have not been completed.
The co-until asked questions regarding the type of discrimination cases the
commission receives, and the process that is used to attempt to resolve these
cases. The role of the commission in an advisory capacity was discussed, and
the council invited commission members to attend city council meetings, and to
review city council agendas for items that may have particular interest to members.
The council also advised that the city formulated legislative policies during the
months of December and January of each year, and the commission was invited to
forward policies to the council that they wished council support on.

Informal remarks were made by each of the commission members regarding
their views of the commission and its role in the city.
The meeting adjourned with mutual concensus at 7:30 p.m.
