SPECIAL CITY COUNCIL MEETING
WITH
COMMUNITY SERVICES ADVISORY COMMISSION
October 18, 1982
The city council of the City o.f Richfield met in special session in the
council chambers of the city hall on Monday, October 18, 1982 at 6:30 p.m. in
,joint session with the Community Services Advisory Commission.
Mayor Hamilton called the meeting to order.
Present; Council members Bunce, Hassenstab, Ludeman, Hamilton, City Manager
Nollenberger, Community Services Director Fondrick, Community Services
Advisory Commission members Sandahl, Ropesky, Johnson, Naslund, Giese
Commission Chairman Sandahl introduced discussion related to fees and charges.
The present policy outlines adult programs as self-supporting insofar as possible
to cover both direct and indirect costs while youth and senior citizen programs
are subsidized at least for indirect costs. An appeal or exception mechanism
provides review and decision by the commission with an opportunity for additional
consideration by the city council if the party requesting exception or appeal is
not satisfied with the commission process and decision. Additional discussion
included the confidential assistance program for swimming-pool admission as
administered by the commission. The council members felt this was a good program.
It was suggested that residents offering to provide volunteer services in exchange
for consideration of swim pool admission could be made aware of the Volunteers
Enlisted to Assist People (V.E.A.P.) program and put in touch with this organization.
The next topic of discussion. was street intersection obstructions. The law
was summarized and the 50' triangle theory explained. At the present time, enforce-
meet is now taking place on a complaint basis. Complaints may be directed to Betsy
Christensen, of Environmental Health. The city manager agreed to check city
liability related to the law and its enforcement, and will forward additional
information from the city attorney's office to the council and commission members.

Discussion of the city's financial situation noted that recent events have
tended to have negative connotations and focus on budget reductions, program cuts,
and service elimination. It was agreed it was appropriate for the commission to
discuss needs and possible deletions, additions or changes in service structure.
Commissions may act in a proactive or reactive mode, depending on desire and
situation.
The commission then asked the council whether there were any special projects
the council desired of the commission in the next year. Same discussion was held
on contracting for services such as refuse hauling and park maintenance. It was
generally agreed that municipalities did not favor contracting for garbage
removal. It was noted that some local firms providing refuse removal services
have options available related to frequency of picknups and this might be
helpful to single people, empty nesters and low income residents.
