SPECIAL MEETING - BUDGET HEARING
October 4, 1982
The city council of the City of Richfield met in special session on October 4,
1982 at 5:30 p.m. to continue review o~f the 1982 revised and 1983 proposed budgets.
Mayor John Aamilton called the meeting to order at 5:45 p.m.
Present: Bunce, Hassenstab, Kirsch, Ludeman, Hamilton
Bob Hall, 7309 Oliver Avenue, expressed concern with the proposed general
increase in the budget from 1982 to 1983 and stated his opposition to the Richfield
Lake Pathway System,• the proposed Energy Assistance Program and to any capital
improvements which would increase ongoing operating costs.
Sid Sanford, 7000 Portland Avenue, spoke in general opposition to budget
increases with specific opposition to the Richfield Lake pro3ect and the Energy
Assistance Program.
Motion by Hassenstab, seconded by Bunce to close the bodget hearings.
All ayes - Carried.
City Manager Nollenberger described the actions necessary to adopt the budget.
He described alternatives for property tax support to the general fund for 1983.
Motion by Hassenstab, seconded by Ludeman to amend the budget to set the
1983 tax levy amount at $3,820,207 and amend the resolution adopting the budget
accordingly, then adopt the resolution.

Motion by Hassenstab, seconded by Ludeman that the following resolution be

Motion by Bunce, seconded by Hassenstab to amend the 1984-1988 Capital
Improvex~ent Program, to include the 76th Street Railroad Crossing Signal Project
in 1987, with the funding source to be a federal grant.

Motion by Ludeman, seconded by .Kirsch to amend the 1984-1988 Capital
Improvement Program to include improvements to Norby and Wilson Ponds in the
1984 Capital Improvement Budget, Motion was withdrawn.
Motion by Hassenstab, seconded by Ludeman to defer consideration of the
1984-1988 Capital Improvement Program and request the staff to provide additional
information regarding Wilson Pond and Norby improvements.
