CITY COUNCIL/PLANNING COMMISSION
JOINT MEETING
September 20, 1982
Present: Bunce, Hassenstab, Kirsch, Ludeman
Absent: Hamilton
Council President Pro Tem Ludeman called the meeting to order a_t 6:02 p.m.
He stated that the purpose of the meeting was to discuss Planning Commission
recommendations for the 1984-1988 Capital Improvement Program. City Council and
Planning Commission members reviewed the projects described in that long-range
plan, and the Commission's deliberations regarding the recommended projects.
Councilmembers agreed to consider the Capital Improvement Program in conjunction
with their remaining budget deliberations.
Planning Commission Chairman Mark Ahlquist requested a discussion of variance

procedures and the council's consideration of variance requests, as compared with
the Commission's recommendations on such requests. Councilmember Hassenstab
expressed his viewpoint that the council weighed not. only the three conditions
(listed in the ordinance) which must be met, but also some of the council's social
'policy goals, and perhaps, more of a "uniqueness" characteristic on a case-by-case
basis. Councilmembers and the city manager agreed with this assessment.
Chairman Ahlquist asked if the city council wished to continue the program
of a Planning Commission liaison appearing at city council meetings. The Council
members generally indicated that their liaisons to advisory commissions could serve
as a two-way channel of communication, and that any commission member would only
serve as an additional information resource, so that a formal liaison at every
council meeting is not necessary.
The meeting adjourned at 7:20 p.m.
