The city council of the City of Richfield met in special
session in the council chambers of the city hall on ~~Jednesday,
August 25,.19&2 at 7:00 p.m.
r~!ayor Hamilton called the meeting tp order at 7:06 p.m.
Present: Bunce, Hassenstab, Kirsch, Ludeman, Hamilton
City Manager Karl Nollenberger presented information on
the property tax impact of the proposed budget, and how the
calculations are made. He compared the city's proposed property
tax revenues to those projected by Hennepin County, as described
in today's news media. Mr. Nollenberger observed that the 21.7
percent increases in the net city share of the property tax
relates to an increase in city tax revenues of only 7.8 percent,
and is due in large part to the failure of the State to increase
homestead credit payments and the valuation ratios, to reflect
inflation .
Public Safety Director Tom Morgan described the proposed
budget and operational goals for that department for 1983.
Council members requested the staff to convey to the Hennepin
County judges our support for the two-day mandatory workhouse
sentance for persons convicted of driving while intoxicated.
Community Development Director Dennis Kraft described the
revised 1982 and proposed 1983 budgets for that department.
He stated the goals of each division and progress made toward
