SPECIAL_MEETING - B.LTDGET HEARING
August 23, 1982
The city council of the City of Richfield met in special
session in the council chambers of the city hall on Monday,
August 23, 1982 at 5:30 p.m.
Mayor Hamilton called the meeting ro order at 5:44 p.m.
Present: Bunce, Hassenstab, Kirsch, Ludeman, Hamilton
City Manager Karl Nollenberger described the process used
to develop the budget, as it relates to council-adopted goals,
and financial policies. He suggested that council change the
budsl'et hearings now scheduled for September 1, 1982 at 7:00 p.m.
to August 31, 1982, at 7:00 p.m. Council members concurred with
this change.
Mr. Nollenberger presented the fiscal policies in additional
detail, and council members discussed and reaffirmed these
policies. Motion by Hassenstab, seconded by Bunce, to reaffirm
the city's fiscal policies.
All ayes - Carried.
Mr. Nollenberger summarized the revenues and expenditures for
all of the city's major operating funds, comparing 1982 original,
1982 revised, and 1983 proposed budgets.
Senator Steve Lindgren asked a question about the projected
General Fund fund balance, and discussed the level of local
government aids that might be paid to the city in 1983.
