06-02-1982 Board of ReviewCITY OF RICHFIELD BOARD OF REVIEW June 2, 1982 The Board of Review of the City of Richfield met in the council chambers o€ the city hall, 6700 Portland, on Wednesday, June 2, 1982 at 7:00 p.m. The meeting was called to order by Mayor John Hamilton at 7:02 p.m. Present: Councilmembers Bunce, Kirsch, Ludeman, Hamilton Resident members~Harry Tickner, 6429 Russell Avenue, and Hariey Witte, 2911 West 70 i/2 Street Also Present: City Manager Karl Nollenberger Joyce L. Wilde, Administrative Services Director and Acting City Clerk Richard Becken, Hennepin County Assessor Absent: Hassenstab (arrived at 7:10 p.m.) City Managex Karl Nollenberger stated that the purpose of the meeting was to 1 conduct the 1982 Board of Review and to hear appeals from property owners regarding their property valuation. Mayor Hamilton called on citizens who had requested an appeal of their valuations to appear before the Board of Review. Councilmember Hassenstab arrived at 7:10 p.m. Ms. Norma Preston X7208 Oliver, stated that she felt the increase in her groperty valuation was excessive. Richard Becken, Assessor, presented information comparing the subject property to similar properties. He also described the process used for valuing properties, whereby 25 percent of all properties are physically reappraised each year. He stated that the purpose of this physical reappraisal is to equalize values and eliminate inequities. Motion by Bunce, seconded by Ludeman to reduce the valuation of this property from $65,600 to $64,400. Poll of votes: Ayes - Bunce, Hassenstab, Kirsch, Ludeman, Hamilton. Nays - Tickner, Witte. Carried. Board of Review Meeting Minutes -2- June 2, 1982 Mr. Francis Hurley, 6329 Bryant, expressed concern with his valuation, which he said had been decreased. He stated that he felt the market value of his house had decreased more than the Assessor indicated because of the sight line from his property to Lyndale Garden Center. Motion by Witte, seconded by Tickner to sustain the valuation of this property at $70,500, as determined by the Assessor. All ayes - Carried. Dr..William ltennek~e~, 7533. Sheridan, expressed concern that the valuation of his property had been excessively increased each year. He asked for a written legal opinion regarding the validity of "blanket increases" on property and stated that the blanket increases benefited properties that were not physically appraised.. He submitted a letter (C-136) supporting his remarks. Motion by Witte, to sustain the Assessor's valuation. Motion died for lack of a second. Motion by Ludeman, seconded by Bunce to adjust the valuation from $92,700 to $89,400. Poll of votes: Ayes - Bunce, Hassenstab, Kirsch, Ludeman, Hamilton, Tickner. Nays - Witte. Carried. Mr. Sid Sanford, 7000 Portland, objected to his property valuation, on the basis that it was based on speculation, since the home has never been sold. The staff was directed to physically reappraise this property and defer this item to 7:00 p.m. on June 14, 1982. Mr. Earl Maffett, 6745 Harriet, expressed concern regarding the overall "blanket adjustment" to property values and stated his feeling that this adjustment was higher [1 1 than that made to property values in surrounding communities. Board of Review Meeting Minutes -3- June 2, 1982 Motion by Bunce, seconded by Kirsch to sustain the value of $51,500 for this property, as determined by the Assessor. All ayes - Carried. Mr. Thomas 5chmieg, 290 W. 71st Street, stated his concern that his property valuation had increased by an excessive amount each year. He was particularly concerned about the increase in taxes he had experienced. No action was taken. Mr. Paul Larson, 6417 2lst Avenue, stated concern with his valuation and asked how valuations were calculated. He also expressed concern with tax increases. No action was taken. Geri and Robert Christensen, 6929 10th Avenue, stated that their property value should not be increased, because of airport noise. The council directed the staff to physically reappraise this property for 1983 valuation. Motion by Ludeman, seconded by Bunce to sustain the Assessor's valuation of $53,600. All ayes - Carried. Mr. Lawrence Wozniczka, 6744 Wentworth, stated his concern with his property valuation. Motion by Ludeman, seconded by Bunce to sustain the value of this property as determined by the Assessor. A11 ayes - Carried. The following had requested permission to appear before the Board but did not appear: John Regnier, 6609 Emerson Audrey Hanson, 7228-30 Lyndale R. Marquart and R. Hovland (Draper & Kramer) 6301 and 6313 Pleasant Roger Thompson, 6332 22nd Avenue Motion by Ludeman, seconded by Hassenstab to continue the Board of Review to 7:00 p.m. on June 14, 1982.
