SPECIAL CITY COUNCIL MEETING
May 10, 1982
The city council of the City of Richfield met in special session on May 10,
1982 at 5:30 p.m.
Mayor John Hamilton called the meeting to order at 5:30 p.m.
Present: Bunce, Hassenstab, Kirsch, Ludeman, Hamilton
City Manager Nollenberger stated that the purpose of the. meeting was to describe
design and financing alternatives for improvement of the Penn Avenue/66th Street
intersection. He stated that the council need not make a specific decision regarding
improvements for this intersection at this time, but that the staff would appreciate
direction and assent of the council regarding future contacts which should be made
with surrounding businesses to explore design alternatives with an eye to improving
the intersection within the next two to three years.
Mr. Nollenberger introduced Dennis Hanson, Hennepin County Engineer. Mr.
Hanson stated that the Fenn Avenue and 66th Street roadways were both under Hen-
nepin County jurisdiction, and that any improvements to be undertaken to this
intersection would require the approval of both Hennepin County and the City of
Richfield. He amplified on information provided by Mr. Nollenberger that in-
dicated the scarcity of available funds for redevelopment of this intersection,
and suggested that the extent to which the city was willing to participate
financially in intersection improvements would have a direct bearing on the schedule
for undertaking such improvements.
Mr. Hanson described a preliminary design for the intersection which would
establish left turn lanes and medians in the approaches to the intersection. He
stated that restrictions on turning movements in this area were very important
to facilitate traffic flow and traffic safety.

City Engineer Mike Eastling described existing parking available to customers
of businesses in the area of the 66th Street/Penn Avenue intersection, He presented
several design alternatives for closing off street segments and improving~aileyways
and limited existing parking areas which would address some of the parking needs
existing in the area. 3ie described the parking arrangements which might be useful
in facilitating access to properties which would lose some access as a result of
the installation of medians. He also expressed concern regarding median cuts or
elimination of medians which would retain numerous turning movements in the area
immediately adjacent to the intersection.
Cbuncilmetibers asked questions of the city and county engineers, and expressed
concern that any proposed improvements to this intersection be developed in close
cooperation with adjacent property owners and businesses. The council directed
the staff to begin arranging meetings with adjacent businesses to describe the
need for improvements and to discuss design alternatives for the street and for
parking arrangements. ~f
