CITY OF RICHFIELD
SPECIAL COUNCIL MEETING

The Citq Council of the City of Richfield met in special session in the council
chambers of the city hall on April 1, 1982, for the purpose of considering resolutions
authorizing sale of general obligation and special assessment bonds.
Mayor Hamilton called the meeting to order at 12:08 p.m.
Present: Bunce, Hassenstab, Kirsch, Ludeman, Hamilton
City Manager Karl Nollenberger described the purpose of the meeting relating
to issuance of the described bond issues.
Administrative Services Director Joyce Wilde described the proposed bond issues

and the purpose of these bonds. She presented resolutions which would authorize the
bond sales, and a pre-sale analysis which was developed by Evensen-Dodge, Inc.,
the city's financial advisers.
Wayne Burggraaff, vice president of Evensen-Dodge, Inc., described the bond
market conditions, and the process which will be used for rating of these bonds.
City Manager Nollenberger described the status of various developments within
the L/H/N project area.
Motion by Bunce, seconded by Hassenstab to set a special meeting for April 21,
1982 at 5:00 p.m. to consider bids for these bonds.
A11 ayes - Carried.
Motion by Bunce, seconded by Kirsch that the fallowing resolution be adopted;
that it be spread in the resolution book and that it be made a part of these minutes:

Carried. This resolution appears as Resolution No. 6572 in Resolution Book No. 48.
