02-16-1982 SpecialCITY OF RICHFIELD SPECIAL CITY COUNCIL MEETING February 16, 1982 The City Council of the City of Richfield met in special session in the council chambers of the city hall on February 16, 1982 at 5:30 p.m. The meeting was called to order by Mayor John Hamilton at 5:50 p.m. Present: Councilmembers Hassenstab, Kirsch, Ludeman, Mayor Hamilton Absent; Counc.ilmember Bunce (out of town) 1. Decisions on 1982 Budget Revisions Mayor Hamilton gave introductory remarks describing the gravity of the economic climate and the financial constraints facing the city. Stu Swanson, 7101 4th Avenue, Chairman of the Advisory Board of Health, read a letter from the Advisory Board (C-119) expressing concern with the proposed elimination of the Environmental Health Manager position. Lia Ozols, 2012 W. 68th Street, Vice-Chairperson of the Advisory Board of Health, described an incident of food poisoning whereby the Richfield Environmental Health Manager aided the citizen in such a way as to minimize the potential negative impact on the Richfield restaurant. She expressed concern that the city not lose the ability to provide that type of health consultation service. Ann Burkhardt, 921 Rae Drive, expressed opposition to the proposed elimination of the Environmental Health Manager position. Charlene Swanell, 6220 4th Avenue, a member of the Advisory Board of Health, described the potentially detrimental impaction the city's Community Health Services subsidy of abolish~tng the Environmental Health Manager position. Dave Johnson, 2900 W. 71 1/2 Street, a member of the Advisory Board of Health, described the need for the city to have a licensed sanitarian supervising the food service inspections, and questioned the certainty of continued state funding in light of the proposed changes. Special Meeting Minutes -2- February 16, 1982 Dr. W. Bittick, 5301 Highland Place, Richfield Health Officer, expressed concern that the city dismiss it's only full-time health professional. City Manager Karl Nollenberg.er presented additional information, requested by the city council, regarding items of potential budget savings, as outlined in Council Letter No. 61. He presented data showing the actual 1982 property tax bill for various Richfield properties. He presented a resolution, for council consideration, which would revise the 1982 general fund budget. He further summarized the staff's recommendations presented on February 4, 1982, for service and program reductions which are the basis of the budget revision resolution, and responded to questions that had been raised by citizens speaking. Public Safety Director Tom Morgan briefly described the proposal for modifi- cation of the Environmental Health program. Councilmembers requested that the Advisory Board of Health-meet with the city council at 6:30 p.m, on March 15, 1982. The council recessed at 7:30 p.m. and reconvened at 7:44 p.m, to meet in concurrent session with the Housing & Redevelopment Authority. They recessed from the concurrent meeting at 8:30 p.m. and reconvened in budget session at 8:45 p.m. Tom Hanson, 6809 Queen Avenue, expressed concern that the city council budget had not been reduced as part of the overall budget reductions. Motion by Ludeman, seconded by Kirsch to cut the out-of-state convention budget by 50 percent. All ayes - Carried. Absent - Bunce. City Manager Nollenberger presented a resolution authorizing revisions in the 1982 budget for city council consideration. Motion by Ludeman, seconded by Hassenstab to amend the resolution to reflect use of CETA monies to finance the summer bike patrol program. Special Meeting Minutes -3- AlI ayes - Carried. February 16, 1982 Motion by Ludeman, seconded by Hassenstab that the following resolution, as amended, be adopted; that it be spread in the resolution book and that it be made a part of these minutes: RESOLUTION N0. 6580 RESOLUT ION AUTHORIZING REVISIONS OF 1982 BUDGET OF VARIOUS DEPARTMENTS Poll of votes: Ayes - Hassenstab, Kirsch, Ludeman, Hamilton. Nays - None. Absent - Bunce. Carried. This resolution appears as Resolution No. 6580 in Resolution Book No. 48. City Manager Nollenberger presented a Transitory Ordinance for city council approval providing for appropriations of $22,500 to the Forestry Division and $22,500 to fire vehicle replacement. Bill 1982-7, Transitory Ordinance No. 16.97, "An Ordinance Providing for the Expenditure of Money from the Special Revenue Fund for Certain Capital Improvements", was read and reviewed by City Attorney Clayton LeFevere, the same being on file in the office of the city clerk. Motion by Ludeman, seconded by Hassenstab that this constitute a first reading of Bill 1982-7; that it be published in the official newspaper and that . second reading of this ordinance amendment be scheduled for March 8, 1982. Poll of votes: Ayes - Hassenstab, Kirsch, Ludeman, Hamilton. Nays - None. Absent - Bunce. Carried. 2. Adjournment Motion by Kirsch, seconded by Ludeman that the meeting adjourn. All ayes - Carried. Absent = Bunce.
