Sp~ecial.Council Meeting.
February 4, 1982
The city council of the City of Richfield met in special session
in the conference room of the city hall ox~ Thursday, February 4, 1982 at
7:00 p.m.
Mayor Hamilton called the meeting to order at 7:08 p.m.
Present: Hassenstab, Kirsch, Ludeman, Hamilton
Mayor Hamilton announced that the purpose of the meeting was to discuss
alternative proposals for reducing the city's 1982 General Fund budget, because
of shortfalls in various anticipated 1982 General Fund revenues. He stated
that this meeting would be a preliminary review of alternatives, and that
no decisions would be made at this time.
City Manager Karl Nollenberger reiterated the Mayor's comments, and
stated his expectation that the council would take action to adopt a revised
1982 budget., reflecting program changes and reductions, at the special. council
meeting scheduled far February 15, 1982. Motion by Hassenstab, Second by
Ludeman, to cancel the February 15 meeting, and reschedule it for 5:30 p.m.
on February 16, with the understanding that final decisions regarding the
budget would be made at that time. AlI ayes - carried.
Administrative Services Director Joyce Wilde presented an analysis of
revenues, and described the specific revenue sources that had been reduced,
creating the approximate $374,000 shortfall. Sh.e described the staff's
recommendations for increasing various revenues.
Council Member Bunce arrived at 7:27 p.m.
City Manager Karl Nollenberger described various alternatives for program
reductions and/or modifications-which would achieve the necessary savings to
balance the budget. Councilmembers held a general discussion on these items.
Motion by Ludeman, Second by Kirsch to adjourn. All ayes - carried.
