12-21-1981 Special1 ~~ CITY OF RICHFIELD SPECIAL MEETING - LEGION LAKE STUDY December 21, 1981 J ^~ The City Council of the City of Richfield met in special session on_December 21, -S 1981 at 5;30 p.m. in the council chambers of the city hall. q ~~ Mayor Priebe called the meeting to order at 5:43 p.m. Present; Bunce, Collins, Ludeman, Priebe Absent; Hassenstab (Arrived at 7:05 p.m.) City Manager Karl Nollenberger described the purpose of the meeting as an opportunity for the council to review the study done by Setter, Leach and Lindstrom, -3 'q • :~ - ~ consultants, regarding the feasibility for development of Legion Lake and a •community center facility at a present school facility operated by the Richfield School District. Community Services Director Don Fondrick introduced persons from Setter, Leach ' and Lindstrom who had worked on the study. Donn Wiski presented highlights and assumptions contained in their study regarding development options for Legion Lake andjor the East or West Middle Schools. He indicated that the population mix in the community can be a major factor in determining the nature of needed adult recreation facilities and that continuous ~ updating of this demographic information should be a part of any future planning for such facilities. John Lichen presented more detailed information regarding the potential adaptation of the middle school buildings for use as a community center. Sarah Schmanski described various building uses and summarized the need for evaluation of the physical building, revenue raising capability and cost and quality of new space prior to making a decision regarding the potential reuse of the facility.. a .~ - :, . -~ _y 5 Legion Lake Study Minutes -2- December 21, 1981 Len Christensen, 6516 11th Avenue, expressed opposition to any housing developm in the area of Legion Lake adjacent to the 11th Avenue/66th Street intersection, but supported the need for development at Legion Lake. - - Mrs. Mary Starleaf, 6505 11th Avenue, asked if the s-tudy had considered the effect of development on the wild life in the Legion Lake area. Richard Starleaf, 6505 11th Avenue, observed that Legion Lake is the last - natural area left in Richfield. He stated that development of the site for multifamily housing would destroy the natural area. He stated support for consolidating any a ~ housing on the site on the west side of the lake area. He further suggested that • the donor of the land had intended it to be used for park purposes. -< `' Councilmembers asked questions and discussed the necessity of any facility _~ _ a-'~ being self-supporting. y - -... - - ~ ~- - Councilmember Hassenstab arrived at 7:05 p.m. Motion by Ludeman, seconded by Collins that the-staff spend no more time -: regarding the study of school alternatives. Poll of votes: Ayes - Bunce, Collins,-Ludeman. Nays - Priebe. Abstain - Hassenstab. Carried. Councilmember Hassenstab explained his abstention. on the basis of his not being involved in much of the discussion. Art Cole, of 11th Avenue, questioned how any residential uses could be located in a park. The council requested that a timetable be set for consideration of Legion Lake improvements.
