Special City Council Meeting
November 16,.1981
The City Council of the City of Richf8eld met in special session on November 16,
1981 at 6:30 p.m. in the council chambers of the city hall.
The meeting was called to order by Mayor Donald Priebe at 6:40 p.m.
Present: Bunce, Collins, Hassenstab, Ludeman, Priebe
1. Resolution Approving Plans and Specifications, Lyndale Avenue Improvements
Lake Shore Drive to 74th Street
City Manager Nollenberger presented a resolution which would approve plans
and specifications for CP 757, Lyndale Avenue Improvements, Lake Shore Drive to
74th Street. He summarized a history of the project, and indicated that the
Variance Committee of the Minnesota Department of Transportation had recommended
to the Commissioner approval of a 47-foot wide, 4 lane street. It is necessary
to obtain a variance to the standard 52-foot width requirement if the city is
to use Municipal State Aid Street monies, as planned. Without the variance, it
would be necessary to build a 52-foot wide street in order to qualify for MSA
funding.
City Engineer Mike Eastling presented details of the street design and
answered councilmembers questions. He stated that state monies would probably
be available to finance the costs of installing traffic signal lights at the
intersection of 70th Street and 73rd Street, and Lyndale Avenue if the traffic
control warrants are met; and that preliminary analysis indicates that the
warrants are met.
Barbara Amram, 7026 Lyndale Avenue, asked regarding the remaining decisions
to be made on this project. She was advised that the bids are scheduled to be
opened on December 11, 1981. She expressed concern regarding the process and
timing for planning and implementation of this project and urged delay of a

decision until the Commissioner of Transportation makes a decision regarding the
requested variance. The city manager indicated that it was the city attorney's
opinion that there were no problems with approving plans before a variance approval
from the Commission but that the variance approval was needed prior to award of
bid. The delay in approval of plans from November 9th was to not prejudge the
Variance Committee's recommendation.
Motion by Ludeman, seconded by Collins that the following resolution be adopted;
that it be spread in the resolution book and that it be made a part of these minutes:

Poll of votes: Ayes - Bunce, Collins, Hassenstab, Ludeman, Priebe. Nays - None.

Motion by Bunce, seconded by Collins that the meeting adjourn.
