SPECIAL MEETING - BUDGET HEARING
September 30, 1981
The City Council of the City of Richfield met in special session on
September 30, 1981 at 7:00 p.m. in the council chambers of the city hall.
Mayor Priebe called the meeting to order at 7:08 p.m.
Present: Bunce, Collins, Hassenstab, Ludeman, Priebe
The Community Services Director Don Fondrick continued reviewing the remaining
divisions of the Community Services Department. He also distributed a summary of
information presented at an earlier budget hearing, describing expenditure and
revenue history of this department's activity from 1980 projected through 1982, as
well as a copy of the room rental policy of the Community Center, which had previously.
been requested by the city couricil..:,.~ In addition to reviewing the proposed 1981
revised and 1982 Community Service Department's budgets for the General Fund, Mr.
Fondrick presented a summary description of activities and goals for the Central
Garage Internal Service Fund, which is also part of this department.
Administrative Services Director Joyce Wilde described departmental activities
of the Administrative Services Department, and described major activities and goals
of that department.' She indicated that the activities of this department are in a
large part defined by the specific needs for information and services of the other
city departments and of the city council. The Internal Services activities of Data
Processing, Printing/Central Supply, and the self-insurance fund were also reviewed
by Ms. Wilde.
City Manager Karl Nollenberger presented the proposed Legislative and
Executive Department budgets to the city council. He introduced Mr. Russ Striclcer,
Director of the South Hennepin Human Services Council,-who described his agency's
1982 funding request, and the severity of that agency's budget problems resulting
from a Hennepin County proposal to eliminate all funding for the agency. He
reiterated his request that the City of Richfield appropriate $7,279 to his agency
in 1982.

The City Manager described the activities, and goals, of the Mayor-Council
Division, the City Manager Division and the Legal Division. Subsequent to that
presentation, Mr. Nollenberger indicated that the city council had now heard an
overview of all budget proposals for the General Fund, and that subsequent council
budget sessions prior to October 9, should concentrate on finalyzing decisions and
amendments, if any, to that general fund budget so that the 1982 tax levy may be
certified to Hennepin County in accordance with the October 9 deadline.
The meeting adjourned at 11:21 p.m.
