09-28-1981 SpecialCITY OF RICHFIELD SPECIAL MEETING - BUDGET HEARING September 28, 1981 The City Council of the City of Richfield met in special session on Spetember 28, 1981, at 5:30 p.m. in the council chambers of the city hall. Mayor Priebe called the meeting to order at 5:40 p.m. Present: Bunce, Collins; Hassenstab, Ludeman, Priebe City Manager Nollenberger stated that the purpose of tonight's budget hearing. rl was to review the proposed 1981~budget revision and projected 1982 budget for the Community Services Department. Community Services Director Don Fondrick presented an overview of .departmental expenditures and revenues generated by department activities for 1980, the original and revised 1981 estimates and the projected 1982 estimates. He indicated that,~whil.e many department activities generate some revenues, there are very few departmental-:acti:~viti~s which are totally self supporting. Mr. Fondrick presented a summa-ry of major programs and services of each division of the Community Services Department, and described 1981 and 1982 divisional goals. A major goal of the department for all divisions, in 1982, will be implementation of new fee and charges schedules which are designed to more closely reflect the city's actual cost for providing such services and programs. The meeting adjourned at 7:00 p.m., to be convened later the same evening subsequent to the regularly scheduled council meeting. The council reconvened at 10:14 p.m. to continue the review of the Community Services Department budget. Community Services Director Don Fondrick continued a division by division description of departmental activities, programs and goals. Council members asked questions and suggested policy guidelines which would reflect the staff proposal to develop a program of~fees and charges which would begin recovering the city's indirect, as well as direct,costs of delivering services.
