CITY OF RICHFIELD
CONTINUED BUDGET HEARING
September 16, 1981
The City Council of the City of Richfield met in continued budget review
session on Wednesday, September 16, 1981 at 7:00 p.m.
Mayor Priebe called the meeting to order at 7:20 p.m.
Present: Bunce, Collins, Hassenstab, Ludeman, Priebe
Public Safety Director Tom Morgan described the revenues which the Public
Safety Department activities generates. He stated that 1982 revenues for nonbusiness
licenses and permits are significantly greater than in 1981, assuming substantial
increases in building related permits, to more fully recoup the city's cost of
providing inspection services. He stated that an ordinance amendment to accomplish
these increases will be presented to the council within the next few weeks.
Mr. Morgan then summarized the major activites and budget projections for
each division of the Public Safety Department. He indicated that the departmental
budget increase from 1981 to 1982 was virtually all comprised of salary adjustments
and legally mandated increases in the city's contribution to police and fire pension
funds. Council members asked questions.
Community Development Director Dennis Kraft presented an overview of the

revised 1981 and proposed 1982 budgets for that department. He described the
revenues generated by the department's activities and also indicated that a
recommendation would be presented to the council soon to increase various fees
to more nearly recover the costs of providing those services.
