Neighborhood Concerns
Mr. Timothy Wandzel, 7314 Uptor`; appeared in interest relating to grading of
private property. Community Services Director Fondrick advised that .the city will
follow through on the particular items after the contractor has completed his work.
Mrs. Loretta Overby, 7200 Vincent, appeared regarding access to garages. The
architect, James Robin, responded that this is scheduled to be done. Community
Services Director Fondrick advised that this work had been let for bids and should
be completed in a couple of months.
Mr. Gordon McKinnon, 7308 Upton, appeared in interest regarding the condition
of the park turf. James Robin responded that around the pond the turf is coming;
the weeds in the turf will need a herbicide to be controlled. However, the herbicide
cannot be applied until there is sufficient grass growth for acceptance of the
herbicide.
Mr. Wandzel expressed concern with the dept of the topsoil. James Robin advised
that basically it was a cut and fill project, with soils from the pond used in the
construction zone. There will be a need to fill in certain areas, such as the slopes.
Mr. Wallace C. Jesperson, 3000 74th Street West, indicated that replacement of
items removed from private property, such as black dirt, should be done. James
Robin, site architect, responded that dirt for Mr. Jesperson's garden will be
brought in.
Mr. Wandzel questioned the water or rain overflow flooding the park. Mr.
Robin explained that the site needed to be able to provide for 60 - 70 acre feet
of water, which would mean a site of about 4 - 5 acres. However, the pond area
proper is about 2 and 1/2 acres. Bernie Mittelsteadt, consulting engineer, advised
that a 100 year storm is roughly 6" of rain in 24 hours. To remove this amount of
water it is necessary to pump, which is possible even when it is raining. Pumping

is necessary since there is no natural outlet. If the pond were deeper, the effective
stor-age space for water would change_y'ery little. Community Services Director Fondrick
explained that the city is now using a temporary pump. A permanent lift station is
yet to be constructed.. With the pumping equipment currently available, the pump
capacity does not allow a return to "zero", because we were essentially already
storing water; the rains in June flooded the area relatively soon. The proposed
pumping station will be able to pump about 8 times the pump capacity we now have.
Walking Tour
Council members and others went on a walking tour of the park with the neighbors.

The meeting adjourned at 6:30 p.m. to return to city hall for the regular 7:00
p.m. city council meeting.
