MEETING
May 18, 1981
The City Counci 1 of the City of Richfield met in joint session with the
Civil Service Commission in the council chambers of the city hall on Monday,
May 18, 1981 at 6:30 p.m.
Present: Councilmembers Bunce, Collins, Ludeman
.Civil Service Commissioners Mary Reiter, Dominic Zappia, Sack Duich
Absent: Councilmember Hassenstab (arrived at 6:40 p.m,)

Public Safety Director Tom Morgan described the major responsibilities of
the Civil Service Commission as they are set forth in state statute. He also
described some of the specific activities that the Richfield Civil Service Commission
is presently involved in.

Civil Service Commission Chairman Mary Reiter distributed materials related
to the assessment center process being used for filling of the Police Lieutenant
vacancy, and some of the unique concepts which that process uses for screening
and selection. Councilmembers asked questions of the Commission members.
Public Safety Director Morgan described the Suburban Police Recruitment
Program and how it has alleviated some of the major recruitment burden for the
Commission.
The Commission members summarized their roles in the recruitment and
disciplinary actions of the Public Safety Department.
The meeting adjourned at 7:30 p.m.
