02-02-1981 SpecialCITY OF RICHFIELD Special Meeting - February 2, 1981 i The city council of the City of Richfield met in special session in the council chambers of the city hall on February 2 , 1981 at 8:00 p.m. to tors y,:~:r appeals of the ~~ ~.~~special assessments for CP 705.. "Mayor Priebe called the meeting to order at 8:10 n.m. Present: Bunce, Collins, Hassenstab, Ludeman, Priebe Mayor Priebe stated that the purpose of this meeting was to hear further evidence regarding proposed special assessments for CP 705. City Attorney Clayton LeFevere described the process to be used for this hearing. Mr. Charles Adams requested a continuance of the hearing to enable him to collect his evidence regarding an appeal. Assistant City Attorney John Drawz further described the process to be used for the hearing. He presented certified copies of the city council minutes of September 22, 1980 and October 6, 1980, the previous council deliberations on these special assessments. Mr. Drawz introduced Mr. Richard Krier to present testimony regarding the history of CP 705 and entered into the record Mr. Krier's written testimony describing the improvements completed as part of CP 705. Charles Adams asked how the described project improves his property. Mr. Krier responded that the improve- ments directly benefit potential commerical land uses, and that Mr. Adams' property is zoned commercial. Mr. Adams expressed concern regarding the impact of information he presents regarding the value of his property as it may relate to the special assessments and as it may relate to concurrent discussions he is holding with the HRA regarding potential acquisition of his property. Mr. Drawz responded that the issue in either event is the fair market value of the property. Special Council Meeting -2- February 2, 1981 Mr. Drawz introduced Mr. John Janski, and his credentials-related to real estate appraisal. Mr. Janski described the information and approach he used to develop valuations for the properties that are the subject of this hearing. Mr. Janski offered testimony regarding his appraisal of the United National ~'- ,_.:~~ _. Property. Mr. Brad Bjorkland-was introduced and gave testimony regarding his professional appraisal qualifications. He presented testimony regarding appraisals of the following properties: 400 W. 65th Street - Ambrose Zeller 300 W. 65th Street - Bob Blumberg 612 W. 65th Street - Hank Miller 200 - 212 W. 65th Street - Wayne Johnson 6532 Lyndale - Gordon Strom Motion by Collins seconded by Bunce to adjourn the hearing until 7:00 p.m. on Tuesday, February 3, 1981, in the council chambers of the city hall.
