CONTINUED HEARING - CP 705
February 3, 1981
The city council of the City of Richfield met on February 3, 1981 at 7:00
p.m. in the council chambers of the city hall to hold the continued hearing
,relating to special assessments for CP 705.

Mayor Priebe called the meeting to order at 7:10 p.m.
City Attorney LeFevere stated that the absence of appellants at the February 2,
1981 hearing resulted from failure to provide them with written notices regarding
" the dates of the continued hearing, although the city had previously advised them
that they would receive such written notice. He recommended that the council
schedule the reconvened hearing for 8:00 p.m. February 17, 1981.
Motion by Bunce, seconded by Collins to schedule the reconvened hearing, at
the conclusion of tonight's hearing, for 8:00 p.m. February 17, 1981.
All ayes - Carried.
Mayor Priebe and City Attorney LeFevere described the process to be used
for this hearing.
Assistant City Attorney John Drawz submitted certified copies of council
minutes from. September 22 and October 6, 1980, and written statement of'Richard
Krier into the record. He introduced I+~Ir. 0. J. Janski, the appraiser. Mr. Janski
presented the results of his appraisal of Mr. Steinmetz's property, the post office
building at 825 W. 65th Street.
Mr. Steinmetz, 1117 N. Broadway, Stillwater, presented his appeal and position
regarding the special assessment on his property. City Attorney LeFevere commented
on Mr. Steinmetz' remarks and stated that the assessment could not exceed the
additional property value as determined by the city's appraisal, which is Lower than
the original proposed assessment..

The meeting will be continued to 8:00 p.m. on February. l7, 1981°on order of
the chairman.
