Capital Improvement Fund Budget Meeting
October 30, 1980
The city council of the City of Richfield met in special session in the
council chambers of the city hall on Thursday, October 30, 1980 at 7:00 p.m.
The meeting was called to order by Mayor Donald J. Priebe.
Present: Bunce, Collins, Luettinger, Priebe
Absent: Ludeman
The council met to discuss the capital improvement budget for the year 1981.

The first matter of discussion was the expansion of the public safety facility.
The consulting firm of Architectural Alliance made a presentation to the city
council. The Public Safety Director, Tom Morgan, also made a presentation on
the expansion to the city council. The council held extensive discussions con-
cerning the need for additional space for the public safety facility. The council
informally agreed to move forward with the second phase of the architectural
agreement relating to schematic design with alternatives put together which the
city council could discuss at a later meeting. That phase would cost approx-
imately $20,000 and would have to be done in any project moving towards expansion
of this facility.
The council began discussion of a storm sewer improvement district. The
council members felt that a citywide storm sewer improvement district was an
adequate way to finalize the storm sewer district for the City of Richfield. The
city manager indicated that a i million dollar bond issue would cost approximately
$104,000 per year in debt service which was .equivalent to one-half mill or $6.50
per resident in the City of Richfield. The council inquired as to whether this
property tax levy would be eligible for homestead credit and circuit breaker
property tax refund. The council indicated that they desired to see appropriate
ordinance put together to initiate this project.

The council began discussion of the Lyndale Avenue project. The council
members indicated that it was time tp move forward with all of the necessary.
acyions to begin the Lyndale Avenue construction project from 67th Street to
I-494. The question of what types of assessments would be made was left open
at this time for futher discussion by the city council.
The council finished review of the remaining items and the right-of-way
improvements section (sidewalks, street lighting on arterial streets, traffic
signals at T-35 and 76th Street, alley improvements, Lyndale Avenue from 64th
to 67th Street, and 66th Street from Grand Avenue to I-35) and the public facility
section (central garage and general governmental buildings). Rather than
moving forward into the recreational and open. space development, the council
decided to schedule another meeting to discuss those matters, at which time
hopefully, the capital improvement program will be available from the planning
commission.
The meeting adjourned at 10:00 p.m.
