Special Budget Review Meeting
October 13, 1980
The City Council of the City of Richfield met in special session in the
council chambers of the city hall on Monday, October 13, 1980, to finalize
their review of the 1981 proposed budget.
Present: Bunce, Collins, Luettinger, Priebe
Absent: Ludeman
The meeting was called to order by Mayor Priebe at 5:30 p.m.
City Manager Nollenberger indicated that the purpose of this budget hearing
was to review the-proposed budget expenditure and revenues for the remaining
Internal Services and Enterprise Funds, which the council had not previously
reviewed. Administrative Services Director Joyce Wilde presented several
alternative projections of expenditures and revenues for the water fund for
the period of 1981 through 1985, based on different rate structures. The
alternative rate structure information had been requested by the city council
at a previous hearing. The council discussed this information and City Manager
Nollenberger and Admininstrative Services Director Wilde responded to council
questions regarding the financial status of the water fund. The council indicated
general support for a water rate structure which would provide for approximately
equal increases in the water rate each year from 1981 through 1985. The council
also indicated some interest in possibly increasing the service charge to water
customers, and eliminating the minimum water user charge. The staff was directed
to compile information regarding the percent and number of water customers using
less water than the minimum, and to develop a proposal for future council con-
sideration which would propose a specific rate structure for 1981, and include
an alternative to eliminate the minimum water user charge by offsetting those
revenues with an increase in the service charge to water customers.

Community Services Director Don Fondrick answered questions regarding the
revised 1980 and proposed 1981 golf course budget and various management issues
related to the opening of the golf course facility during the late summer of
1980.
