CONTINUED BUDGET HEARING
October 6, 1980
The City Council of the City of Richfield met in special session in the. Council
Chambers of the City Hall on Monday, October 6, 1980 at 5:30 p.m.
Mayor Conald Priebe called the meeting to order at 5:30 p.m.
Present; Bunce, Collins, Ludeman, Luettinger Priebe
City Manager Karl Nollenberger presented an overview of the 1980 revised and
1981 proposed liquor department budget. Liquor stgre manager Jeff Page answered
council members questions, and described major activity in this department which
has occurred during 1980, primarily the remodeling of the Lyndale Avenue liquor
store; and described the management improvements which may be supported by the
proposed acquisition of new electronic cash registers, scheduled for late 1980.
City Manager Nollenberger described the proposal which had been received 'from
Beverage Marketing, Inc., to conduct an operational audit of the city's liquor
- store business, and make recommendations regarding future marketing strategies,
store needs and location needs, and maximization of existing utilities facilities
in the liquor department. The city council concurred with the proposal, and directed
the city manager to work with the consultant to immediately initiate this study.
The council budget hearing adjourned at 7:00 p.m. and reconvened at 7:40 p.m.
Administrative Services Director. Joyce Wilde described the proposed budget
and program activities for the Administrative Services Department, and each
division of that department. She outlined major operational goals and activities
for the department, and answered council members questions.
Motion by Luettinger, seconded by Priebe to authorize the city manager and
administrative services director to execute a contract with Hennepin County to
provide assessing services, effective July 1, 1981.

City Manager Nollenberger summarized the status of the council's budget review,
and advised the council that completion of the review of Administrative Services
Department activities concluded the discussion of the city's general fund budget.

raised with regard to general fund activities, and presented for council consideration
resolutions which would establish appropriations for the 1981 general fund budget,
and levy taxes and authorize revision of 1980 department budgets.
Motion by Luettinger, seconded by Collins to reject the request for $3,160
in funding for 1981 from the Project Charlie III Program.

Motion by Bunce to appropriate $1,800 to Charlie III in 1980. Motion withdrawn.
Motion by Luettinger, seconded by Ludeman to amend the resolution adopting the
budget for the year 1981 levying taxes to appropriate an additional $55,000 for the
Community Services Department, to be used for maintenance activities, and to increase
the general fund ad valorem tax levy from $3,183,261 to $3,23y,~~4.
All ayes - Carried.
