07-08-1980 SpecialPLANNING COMMISSION/RICHFIELD CITY COUNCIL Special Meeting July 8, 1980 The Richfield City Council and the Richfield Planning Commission met in a special joint meeting on July 8, 1980 in the Council Chambers of the City Hall. Present: Collins, Ludeman, Luettinger, Priebe Absent: Bunce (Arrived at 7:45 p.m.) Mayor Priebe called the meeting to order at 7:40 p.m. ' Planning Commission Chairman Joe Ertman introduced the general topic of the residential zoning ordinance and summarized the history of the efforts to revise the residential zoning ordinance. Associate Planner Rick Jopke summarized proposed changes in the ordinance, compared with the existing ordinance, and reviewed specific language which the Planning Commission is presenting to the city council as recommended ordinance changes. Planning Commision Chairman Ertman opened the meeting to questions. 1. Council member Luettinger suggested that the ordinance should provide for additional height in the R-4 District. Chairman Ertman said that would be provided for in the PUD - by exception. The council indicated concern with retaining flexibility to permit additional height. The suggestion was made to clarify the language of the ordinance to insure that a developer would be aware that a process exists to go higher than the limits imposed. Z. Mayor Priebe asked about the relationship between the PUD ordinance and the zoning ordinance. 3. Council member Ludeman asked-how a "district" is defined geographically. Mr. Jopke responded, "by a map". City Manager Nollenberger suggested that the Planning Commission must recommended a zoning map, to zone all poertions of the city, before the new ordinance is effective, otherwise, all existing zoning would expire. Planning Commission/City Council -2- July 8, 1980 4. City Manager Nollenberger asked if this proposed ordinance would reduce the number of variance requests. Commissioner Ulrich said that it may not materially affect the number of variance requests, especially since the proposed ordinance does not change the setback requirements. 5. Council member Bunce inquired regarding the square footage requirements for single family dwellings. 6. Mayor Priebe asked if existing zoning designations would just be subdivided or if zoning classifications would be changed. Mr. Jopke said that the new map will conform with existing zoning classifications, but be modified to reflect existing land uses, the city wide land use plan and the adopted redevelopment plan (where applicable). 7. Council member Ludeman asked if the Planning Commission had given any thought to amending the PUD. Chairman Ertman responded that they had not. 8. Council member Ludeman asked what the notification requirements are for property owners whose property zoning classification is being changed and expressed concern that adequate notification be given. Motion by Luettinger, seconded by Ludeman to recommend that the staff work with the city attorney to develop specific ordinance language and bring it to the council, for 'the proposed changes, and to include some provision (prefer a special use permit process) for permitting additional height in an R-4 district and for increasing flexibility of applying setback standards.
