BOARD OF REVIEW

The Board of Review of the City of Richfield met in the Council Chambers of
the City Ha11, 6700 Portland, on Monday, May 19, 1980.
Mayor Donald J. Priebe called the meeting to order at 7:10 p.m.
Present: Council members Bunce, Collins,~Ludeman, Luettinger,
and Priebe, and resident members Harry Tickner, 6429
Russell Avenue, and Harley Witte, 2911 West 70 1/2 Street

Present: Karl Nollenberger, City Manager, Joyce Wilde, Administrative
Services Director, Vernon Anderson, City Assessor, and
City Appraisers Stan Thompson, Tom Hessing, and Jerry
Hattlestad
City Manager, Karl Nollenberger, briefly described the functions of the
local Board of Review.
Mayor Priebe asked for persons wishing to appeal their assessment to step
forward.
1. Bernard Bernauer, 3001 West 70 1/2 Street (32-12-0038), requested adjustment
to the valuation of his property because of its close proximity to heavy traffic
generated by the commercial area of Southdale. He stated there are smaller, lesser
valued properties across the street, that the home has one bedroom in the basement,
rather than two, and that an independent appraiser appraised this property at
$80,000, as compared to the city appraisal of $84,800.
City Assessor Vernon Anderson reviewed comparably valued properties.
Motion by Luettinger, seconded by Tickner to sustain the value of this
property as determined by the city assessor.
A11 ayes - Carried.
2. Sid~Sanford, 7000 Portland Avenue (34-11-0071), requested adjustment to
the valuation of his property because he feels that the valuation established by
the city assessor is excessive.

The city assessor observed that this property assessment was reduced in
1972 and 1975 by local and county Board of Reviews and that this reduced figure
has been carried since then. He reviewed comparably valued properties.
Motion by Bunce, seconded by Witte to sustain the assessor's valuation.
All ayes - Carried.
3. Peter Nyvall, 7620 Thomas Avenue (32-43-0012), requested a reduction from
his assessment of $80,000, on the basis that-the assessor's comparative valuation
figures were for properties out of his neighborhood, that improvements to the
property are just now being completed, and that an independent appraisal showed
a valuation of $75,000.
Appraiser Stan Thompson described the process that is used in valuing
property additions that are partially completed.
Motion by Ludeman, seconded by Bunce to set the valuation at $78,500,
reducing the valuation established by the city assessor by $1,500.
Poll of votes: Ayes - Collins, Bunce, Ludeman, Priebe, Tickner, Witte. Nays -
Luettinger. Carried.
Councilman Luettinger stated he voted "nay" on the basis that he felt
the proposed reduction was too great.
4. Thomas Snyder, 2111 West 67th Street (28-32-0085),requested relief on
the basis that he purchased his home in February, 1980 for $68,000. The city
assessor's valuation is $78,400. Mr. Snyder stated that the seller was asking
$73,000, and that he would accept that valuation.

Motion by Ludeman, seconded by Bunce to set the value of -this property at
$73,000.

5. Wayne Kleine 6401 Standish Avenue (25-24-0096), requested relief because
he has found that his neighbors have appraisal values of less than his, even
with more square footage, and on the basis that an addition to his property
that should not have been assumed to be completed on January 2, 1980, as it
was 40% to 50% completed at that time.
Motion by Luettinger, seconded by Tickner---to sustain the assessor's valuation.
All ayes - Carried.
6. Clarence Viskocil, 6745 Pillsbury Avenue (27-31-0016), asked for relief
because he had an independent appraisal of $72,500, with a statement that it
would probably sell for $71,000. The assessor's valuation is $78,400.
Motion by Luettinger, seconded by Collins to sustain the assessor's

Poll of votes: Ayes - Collins, Bunce, Luettinger, Tickner, Witte. Nays -
Ludeman, Priebe. Carried.
7. Joan Robinson, 6342 Pillsbury (27-21-0091). The city assessor distributed
a list of comparable valuations for this property.
Motion by Ludeman, seconded by Collins to sustain the assessor's valuation.
All ayes - Carried.
8. Vern Anderson, City Assessor, distributed a request from K-Mart Properties
to appeal their valuation. They wished a reduction from $3,120,000 to $2,160,000.
Motion by Luettinger, seconded by Bunce to sustain the assessor's valuation:
All ayes - Carried.
9. Adjournment
Motion by Ludeman, seconded by Luettinger that the meeting adjourn.
