JOINT HOUSING AND REDEVELOPMENT AUTHORITY/
CITY COUNCIL MEETING
April 21, 1980
The City Council and the Housing and Redevelopment Authority of the City of
Richfield met in special session in the council chambers of the city hall on
April 21, 1980, at 7:00 p.m.
Present: Councilmembers Bunce, Collins, Ludeman, Luettinger, Priebe
Commissioners Freeman, Harms, Helmberger, Ludeman, Luettinger
Mayor Priebe called the meeting to order at 7:05 p.m.
City Manager, Karl Nollenberger called on Public Safety Director Tom Morgan
who introduced Hennepin County Attorney Tom Johnson. Mr. Johnson said that he was
making an effort to meet informally with city councils in Hennepin County's
jurisdiction to describe functions of the County Attorney's office, and discuss
matters of mutual concern. He described the County Attorney function and. how it
relates to municipal public safety activities and issues. A general discussion
was held. Council members thanked Mr. Johnson for appearing.
City Manager Karl Nollenberger, introduced two reports that had been dis-
tributed regarding the L/H/N redevelopment project and City Project 705. He
called on Community Development Director Dennis Kraft to give a summary of findings
and history of the L/H/N project. Mr. Nollenberger described financing for the
project. General discussion followed.
Councilmember Bunce left the meeting at approximately 8:20 p.m.
Community Development Director Kraft gave a brief presentation regarding
City Project 705. Discussion ensued. City Manager Nollenberger described the need
to begin preliminary preparation work now for a bond sale to take place in June or
July, to finance this project.
The City Manager distributed a license application for musical concerts from
the Homestead Pickin' Parlor, 6625 Penn Avenue, for concerts to be held on April 26,

May 24, and June 14. Mr. Nollenberger ovserved that the application included
a request to extend the closing hour of these concerts from 11:00 p.m. as pro-
vided for in the ordinance, to 11:30 p.m.
Motion by Ludeman, seconded by Collins to approve these applications and
to direct the staff to advise the applicant that arrangements for future
concerts should be such that they conclude at 11:00 p.m., as required by the
ordinance.

Motion by Ludeman, seconded by Luettinger that the meeting adjourn.
