CITY OF RICHFIELD
Special Meeting
January 2, 1980
The City Council of the City of Richfield met in special session
in the council chambers of the city hall on Wednesday, January 2, 1980
at 7:00 p.m,
Pastor John Chell, House of Prayer Lutheran Church, gave the
invocation.
-. Karl Noll.enberger, City Manager, led the Pledge~af Allegiance.
The meeting was called to order by Mayor. Donald J. Priebe.
Present: Collins, Luettinger; Bunce, Ludeman, Priebe.
1. Swea-rinq_In Ceremony and Seatinq Arrangements
Sylvia Bergh, Acting .City Clerk, administered the Oath of Office
to Mayor Priebe and Council Member Bunce.
Mayor Priebe expressed his thanks to the community for electing
him to off ice, and outlined his goals and commitment as Mayor of the
City of Rchf field. '
Council Member. Luettinger commented that council decisions should
be made on a community, not a political basis, and he booked forward
to appositive approach by the 1980 City Council...
Council Member Sunce thanked the people for helping him become
a Council Member.
Council Member Ludeman commented on democracy at the local level
and the importance of community support and input..
The council recessed for 45 minutes for congratulations by the
audience.
Mayor Priebe proposed a new seating arrangement for council
members and the city staff at council meetings.
Motion by Collins, seconded by Bunce that the seating order of
Collins, Luettinger, Priebe, Bunce, Ludeman be approved, ~.
Poll of votes: Ayes - Collins, Priebe, Bunce. Nayes - Luettinger,
Ludeman. ~ '

Council Meeting Minutes '2' January 2, 1980 •
2. Designation of Council President Pro TemAOre
Karl Nollenberger, City Manager, advised that Chapter II, section
2.06 of the city ordinance provides for appointment of a president pro
tempore. to serve as president in the Mayor's absence and as Mayor in
case of the Mayor's disability or absence from the city.
Motion by Bunce, seconded by Luettinger, that Council Member
Collins be president pro tempore for the year 19$0.
All ayes - Carried.
3. Council Liaison Appointments
Karl Nollenberger, City Manager., outlined the various liaison ,
and commission appointments that should be made for the year 1980. •
Acting City Manager
Motion by Ludeman, seconded by Collins, that Joyce Wilde, Director
of Administrative Services, be designated as Acting City .Manager.
All ayes - Carried.
CATV Study Commission
Motion by Ludeman, seconded by Luettinger that Council Member
Collins and-City Manager Nollenberger serve as directors, with Council
Member Bunce and Administrative Services Director Joyce.Wilde as
alternates.
All ayes - Carried.
MASAC
Motion by Ludeman, seconded by Collins, that Mayor Priebe and •
Vern Luettinger be designated as representatives, with Karl Nollenberger
City Manager, and the Director of Community Development as alternate
representatives.
All ayes- Carried. •
Association of Metropolitan Municipalities
Motion by Ludeman., seconded by Bunce, that Mayor Priebe be
designated•as representative and Council Member Luettinger as alternate.
All ayes - Carried.
Suburban Rate Authority
Motion by Bunce, seconded~by Ludeman, that Council Member
Luettinger be designated as Director and Council Member Collins as
alternate.
All ayes - Carried.

be designated as delegate, and Council Member Collins as alternate.

Motion by Luettinger, seconded by Ludeman, that Council Member Bunce
be designated as liaison with Council Member Collins as alternate.
All ayes - Carried.
Park and Recreation Advisory Commission
Motion by Ludeman, seconded by Bunce that Mayor Priebe be desig-
nated as Ex-Officio Member with Council Member Bunce as alternate.
All ayes - Carried.
Senior Citizens/Handicapped Commission
Motion by Luettinger, seconded by Bunce that Council Member
Collins be designated liaison with Mayor Priebe as alternate..

Storefront Youth Action, Inc. -
Motion by Ludeman, seconded by Luettinger, that Council Member.
Bunce be designated liaison with Council Member Ludeman alternate.

Advisory Board of Health -
Motion by_Collins~, seconded by Luettinger, that Council Member Collin:
be designated as Ex-Officio Member with the Public Safety Director or
`designee as alternate. ~ .

South Hennepin Human Services Council ~~
Motion by Luettinger, seconded by Bunce-, that Council Member.
Ludeman, Camillo DeSantis, and Immanuel Roesler; Environmental Health
Director be designated as directors. - --
All ayes - Carried.
Planning Commission - -
Niotion by Bunce, seconded by Ludeman, that Council Member
Ludeman be designated Ex-Officio Member with Council Member Luettinger
as alternate. -

4. HRA Appointments •
Motion by Ludeman, seconded by Luettinger to appoint Mayor Priebe
and Council Member Bunce to the HRA for a temporary appointment not
to exceed 90 days in order to conduct on-going HRA business.

Council Member Bunce commented that .it was. his wish to appoint
an "independent" HRA Commissioner. .
5 A pointment of July 4, 1980 Celebration Committee
Karl Nollenberger, City Manager, advised that Mayor Priebe had
requested that the city.:council discuss appointment of a committee
to plan and organize a community celebration for the 4th of July,
1980.
Motion by Ludeman, seconded by Luettinger that Council Member
Bunce-serve as Chair of this committee, that. the city staff investi-
gate possibilities for this celebration, that the city staff be •
authorized to purchase the necessary fireworks, and. that the city
staff recommend organizations to help in the celebration.

6 Status Report on Various Public Safety Issues
Thomas Morgan, Public Safety Director, informed the city council
of the various alternatives available for police and fire personnel
pens ions . - - .._ -
Mayor Priebe requested that a staff report on pension provisions-
and the hiring of three additional firef fighters be prepared for the
January 14, 1980 city council meeting. .
7. Scheduling of S ecial.Council Sessions
Motion by; Ludeman, .seconded by•,Collins that a special. council
meeting with area legislators be set for Monday, January 14, 1980 at
5:15 p.m. ~ -
All ayes - Carried.

- Motion_by Luettinger, seconded by Bunce, triat a special meeting
of the city council be se•t to-discuss the HRA £or Thursday, January
17, 1980, at 7:00 p.m.

Motion by Bunce.,. .;seconded by. Collins, that the city council
schedule council/staff meetings ~or._6:00 p.m. every fourth Monday
and that the•regular council meeting on the fourth Monday convene
at 7:30 p.m. beginning January. 28, 1980.
8. Initiation of Charter Amendments -
Mayor,Priebe requested .that the city council consider two.

A. Terms. No Council Member couldserve more than three
consecutive three-year terms'on~~the city council nor
five consecutive two-year terms as Mayor, nor a combined
• total of ten consecutive years as Mayor and Council

Motion by Bunce, seconded by Collins, that the proposed charter
amendment be.forwarded to the Charter Commission for their consideration.

B. No Council Member could receive an increase in salary
during the term of office in which that council member
had voted for that increase. - -
Motion by Bunce, seconded by Collins, that the proposed charter
amendment be forwarded to the Charter Commission for their consideration.

Motion by Collins, seconded by Bunce, that the meeting adjourn.
