11-19-1979 SpecialCITY OF RICHFIELD Special Meeting November 19, 1979 The City Council of the City of Richfield met in special session in the Council Chambers of the City Ha11 on Monday, November 19, 1979 at 5:30 p.m. The meeting was called to order by Mayor Loren L. Law at 5:40 p.m. Present: Collins, Jacobsen, Ludeman, Luettinger, Law 1. Actuarial Discussion - Police and Fire Pension Programs Karl Nollenberger, City Manager, advised the city council that the purpose of this discussion item was for the council to gain information and understanding of the fire and police pension plans. He reviewed actuarial reports from 1963 to present for the fire pension program and from 1966 to present for the police pension program. The city manager introduced Mr. Gary Findley, consulting actuary with the firm of Gabriel, Roder, Smith &.Co., the actuarial firm which serves as consultant to the police and fire relief associations. Mr. Findley reviewed the contribution rates of the funds, retirement benefits and economic and non-economic assumptions that must be considered. The city manager suggested the council study the data presented to them in preparation for further discussion on this matter at the next city council meeting. The council recessed at 7:00 p.m. and reconvened at 7:35 p.m. to consider the remainder of the agenda. 2. Recommendations Re: CATV Franchise Application Karl Nollenberger, City Manager, summarized the set of recommendations relating to the proposed invitation for applications for CATV that had previously been submitted by the Richfield Citizen's CATV Committee and revised as a result of discussion by the city council. Special Meeting Minutes -2- November 19, 1979 Attorney Clayton LeFevere responded to council questions regarding the cable franchising process and advised the council that it would be necessary for them to approve the franchising ordinance as well. He suggested recommending that the municipality retain administration of the franchise in the ordinance and that the authority be granted to the SWSCC via a joint powers agreement. Motion by Ludeman, seconded by Luettinger to approve the recommendations as amended by the city attorney and authorize Richfield's representatives to the South- west Suburban Cable Television Commission to convey these recommendations to the commission. All ayes - Carried. 3. Discussion of Proposed 1980 Capital Improvement Pro ram Karl Nollenberger, City Manager, advised the council that several discussion items related to the 1980-85 Capital Improvement Program were as yet unresolved; Mr. Nollenberger-described the status of storm drainage improvement proposals and introduced Mr. John Harwood of Orr-Schelen-Mayeron and Associates, consulting engineers, who provided additional information regarding storm drainage improvements. Motion by Jacobsen, seconded by -Luettinger to direct the staff to develop specific cost information and recommendations for improvements at 69th Street and Xerxes Avenue ap.d the following areas: a. Between Vincent and Washburn Avenues, on alley south of 66th Street - b. 76th Street and Washburn Avenue c. 69th - 70th Street and Penn Avenue d. 68th Street and Oliver Avenue e. 68th Street and James Avenue f. 68th Street and James-Irving Avenue g. 68th Street and Stevens Avenue h. 73rd Street and First Avenue i. 75th - 76th Street and Blaisdell Avenue-Wentworth Avenue j. Augsburg Park ponding area. All ayes - Carried. Absent -.Ludeman. Special Meeting Minutes -3- November 19, 1979 Mr. Nollenberger proposed that the council establish a policy to provide side- walks on both sides of arterial and collective streets, and observed that it would be necessary to establish a payment policy to finance construction of these side- walks. Motion by Jacobsen, seconded by Law to include a sidewalk on the east side of Penn Avenue from 62nd Street to 63rd Street in the 1980 capital project for side- walks. All ayes - Carried. Absent - Ludeman. Motion by Luettinger, seconded by Jacobsen to direct staff to establish a proposed policy to provide sidewalks on arterial streets for further council consideration. All ayes - Carried. Absent - Ludeman. Mr. Nollenberger described the history of the proposed alley improvement program and distributed an alley condition rating report. Motion by Jacobsen, seconded by Luettinger to request the staff to develop a policy statement for an alley improvement project, including financing, for alleys rated 1 and 2; the financing proposal to consider the city paying the difference in cost between asphalt and concrete, with alleys being paved in concrete. A11 ayes - Carried. Absent - Ludeman. The council discussed the following projects: underground sprinkling for park areas, especially Taft, Roosevelt, Donaldson, Christian; street lighting on arterial and collector streets, and requested that the staff include this item in the side- walk study, and propose a special assessment policy similar to that used during the street program. Motion by Jacobsen, seconded by Luettinger to request a staff report on sprinkling of parks and arterial street lighting. All ayes - Carried. Absent - Ludeman. Special Meeting Minutes -4- November 19, 1979 Motion by Jacobsen, seconded by Collins to direct the city manager to review senior citizen transportation needs and to advise the council on the type of media used to publicize these programs, such as newsletters. All ayes - Carried. Absent - Ludeman. Motion by Law, seconded by Jacobsen to consider re-inserting the Augsburg Park band stand/shelter project in the 1980-85 Capital Improvement Program. All ayes - Carried. Absent - Ludeman. Motion by Collins, seconded by Jacobsen that the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes: RESOLUTION N0. 6168 RESOLUTION ADOPTING THE 1980/85 CAPITAL IMPROVEMENTS PROGRAM AND THE 1980 CAPITAL IMPROVEMENT BUDGET Po11 of votes: Ayes - Collins, Jacobsen, Luettinger, Law. Nays - None. Absent - Ludeman. Carried. This resolution appears as Resolution No. 6168 in Resolution Book No.'44. 4. Authorization to Receive Proposals, Space Utilization and Needs Stud Karl Nollenberger, City Manager, recommended that the council authorize the staff to call for proposals for a space utilization and needs study for the public safety building. Motion by Jacobsen, seconded by Collins ~to defer this matter to the November 29, 1979 city council meeting. A11 ayes - Carried. Absent - Ludeman. 5.
