09-18-1979 SpecialCITY OF RICHFIELD Special Meeting - Continued Budget Hearing September 18, 1979 The Council of the City of Richfield met in special session in the conference room of the City Ha11 on Tuesday, September 18, 1979, to continue discussion of the proposed 1980 budget. The meeting was called to order by Council President Pro Tempore Jacobsen, Present: Collins, Jacobsen, Ludeman, Luettinger Absent: Law -Karl Nollenberger, City Manager, announced that the HRA budget would be completed for council review next week and recommended setting the date for public hearing of the 1980 proposed HRA budget for October 9, 1979. The council reviewed the divisions of the Community Development Department; I J Administration, Planning and Zoning, and Engineering. The new Community Services Department consists of the following divisions: Administration Ice Arena Swimming Pool Recreation Nature Center Forestry L/H/N Maintenance Government Buildings Park Maintenance Streets Central Garage Water Sewer Don Fondrick, Park and Recreation Director, explained the functions of this department which combines the public works department with the parks and recreation department. Councilman Jacobsen recommended the staff consider the possibility of assessing the maintenance of the L/H/N area to the project area. Martin Kirsch, 7007 Portland, praised the innovation of the staff and council in presenting this new cost-saving budget. Continued Budget Hearing -2- September 18, 1979 The Special Revenue Funds and Enterprise Funds were reviewed, Councilman Jacobsen opened a review of the Public Safety Department in the absence of Tom Morgan, Public Safety Director. This department will encompass the following divisions: Administrative Services Police Fire Emergency Services Inspection The council praised the city manager and the staff for the competent reorgan- ization of the city hall staff and the excellent presentation and new format of the budget. They requested that the budget adoption be considered at the September 24th meeting. Councilman Ludeman indicated his intention to vote for the staff reorganization and approval of the budget on September 24, in absentia, as he will not be at the next council meeting. Motion by Luettinger, seconded by Ludeman to act on the 1980 budget on September 24, 1979. All ayes - Carried. Absent - Law. Motion by Luettinger, seconded by Jacobsen that the meeting adjourn.
