SPECIAL MEETING - BUDGET HEARING
September 4, 1979
Pursuant to the provisions of the City Charter of Richfield, Minnesota, the
City Council held a special session on Tuesday, September 4, 1979, at 6:30 p.m.
in the Council Chambers of the City Hall to hold a hearing on the 1980 proposed
budget and to consider other matters.
The meeting was called to order by Mayor Loren L. Law.
Present: Collins, Jacobsen, Ludeman, Luettinger, Law
Karl Nollenberger, City Manager, presented the budget manuals to the council
and the staff members that were present. He advised that this budget was not the.
final printed format, but a working budget, and that future budget meetings have
been scheduled for September 17, and 18; a meeting may be scheduled for Septem-
ber 26, to consider the Public Safety Department, and if necessary, a final
meeting will be held October 9, 1979.
Mayor Law requested the council be provided with the list of annual salaries,
in addition to the bi-weekly salaries presented in the budget document.
Mayor Law asked what is being done to conserve energy. Tom Morgan, Public
Safety Director, advised that the Public Safety Department is converting the car
fleet to medium sized vehicles which will result in a 50% gas savings.
The council reviewed the entire budget document in summary.
The budget review portion of the meeting adjourned at 8:40 p.m. to be
continued to the next scheduled meetings. Mayor Law expressed a desire to have
more extensive advertising of the budget hearings.
Wine Licensin Committee
Karl Nollenberger, City Manager, presented the following three applications to
the wine licensing study committee for council review:
Robert W. McKenna, 6939 Morgan Avenue
Robert H. Schumacher, 6625 Lynwood Boulevard
Mark A. Ahlquist, 6601 - 5th Avenue

Motion by Luettinger, seconded by Ludeman to allow Rev. Dwight W. Hendricks
to remain on the wine licensing study committee despite the fact he is a resident
of Edina.
All. ayes - Carried.
Motion by Jacobsen, seconded by Collins to appoint Robert W. McKenna, to
expand the committee to ten members and appoint Robert H. Schumacher, and to
appoint the individual that will be suggested by the Chamber of Commerce at
the coming meeting.
All ayes - Carried.
Block Party Barricades
Motion by Ludeman, seconded by Luettinger to approve the erection of barricades
between 74th and 75th Street at Dupont Avenue on September 8, 1979, between the hours
of 3:00 p.m. to 12:00 midnight, Ruby Olson, 7500 Dupont.
All ayes - Carried.
Adjournment
Motion by Jacobsen, seconded by Collins that the meeting adjourn.
