07-30-1979 SpecialCITY OF RICHFIELD SPECIAL MEETING PLANNING COMMISSION/CITY COUNCIL July 30, 1979 The City Council of the City of Richfield met in special session in the council chambers of the City Hall on Monday, July 30, 1979, at 7:00 p.m. The meeting was called to order by Mayor Loren L. Law. Council members present: Collins, Jacobsen, Ludeman, Luettinger, Law Planning commission members present: Ahlquist, Blevins, Ertman, Ketchum, Lindgren, Lindstrom, Ebb 1. Authorizatlion to Retain BRW to Supervise.Heyman Addition Boulevard Improvement Project. Karl Nollenberger, City Manager, advised the council that the contract for .~ residential engineering services from BRW would serve to supervise construction on the contract recently awarded to Victor Carlson & Sons, Inc.~on June 25, 1979, i~ in the approximate amount of $275,000, and recommended the city council authorize BRW to proceed with Phase IV, Implementation of Urban Improvements, to accomplish this work associated with City Project No. 742. Motion by Jacobsen, seconded by Collins to approve the contract with BRW and authorize them to proceed with Phase IV of City Project No. 742. All ayes - Carried. 2. Authorization for Block Party Street Barricades Karl Nollenberger, City Manager, indicated that there were three requests for block party street barricades at the following locations: Grand Avenue from 72nd to 73rd Street; Fremont Avenue from 74th to 75th Street; and Garfield Avenue from 78th to 79th Street. Motion by Ludeman, seconded by Luettinger to approve the block party street barricades. All ayes - Carried. Special Meeting -2- July 30, 1979 3. Planning Commission Presentation and Discussion of Amendments to the Resident Portions of the Zoning Ordinance and Concept of Board of Adjustment and Appeals Mr. Joe Ertman, Chairman of the Planning Commission, gave a presentation concerning the zoning ordinance changes. He asked for conceptual input from the city council concerning amendments to the zoning ordinance which would allow for zoning regulations aimed at preservation and conservation of the existing housing stock. It was also indicated that the new zoning ordinance would hopefully decrease the number of variance requests which have been made in the past and approved by the planning commission and city council. After much discussion there was general concensus that the zoning ordinance for residential areas could be updated to bring into line with current situations. Mr. Ertman indicated that the planning commission would review the details of the ordinance at their - August meeting and transmit it to the city council. Mr. Steve Lindgren, member of the Planning Commission, gave a presentation concerning the concept of a Board of Adjustment and Appeals. He indicated the number of variances which had been granted by the two bodies in the past five years numbered 69. He suggested that a separate Board of Adjustments and Appeals could hear these cases without having to involve time by the planning commission or the city council. This would free the planning commission and the city council for involvement in larger policy issues. A majority of council members indicated that they felt creation of a Board of Adjustment and Appeals was premature at this time. They indicated that they felt the residential zoning ordinance should be updated and experience with it should be undergone before the Great-ion of an additional board. i u 1 Special Meeting Minutes -3- 4.
