The Board of Review of the City of Richfield met in the .Council Chambers of
the City Hall, 6700 Portland Avenue, on Tuesday, May 22, 1979, at 7:00 p.m.
The meeting was called to order by Council President Pro Tem Jacobsen,
Present: Council persons Collins, Jacobsen, Luettinger, as well
as resident members Haxry Tickner, 6429 Russell Avenue,
and Harley Witte, 2911 West 70 l/2 Street
Also Present: Joyce Wilde, Acting City Manager
Thomas J. Moran, City Clerk
Vernon L. Anderson, City Assessor
City Appraisers Stan Thompson, Tom Hessing and
Jerry Hattlestad
Absent: Law
Ludeman (arrived at 7:15 p.m.)
Joyce Wilde, Acting City Manager, reviewed the responsibilities of the
Board of Review and the procedures that are available to property owners to
have their property values reviewed.
Richard Blevins, 7539 Washburn Avenue (32-028-24 42 0106) appeared before
the Board of Review and requested an adjustment in his valuation because his
house received significant flood damage in August, 1977.
Vernon Anderson, City .Assessor, noted that Mr. Blevins was not disputing
his market value as such, and he provided information on comparable properties.
Councilman Ludeman arrived.
Motion by Witte, seconded by Luettinger to adjust the valuation on this
property to $58,000, a $2,000 reduction.
All ayes - Carried. Absent - Law.
Ms. Barbara Krohn, 7639 Penn Avenue (32-028-24 33 0031) asked to have her
valuation adjusted inasmuch as her house has incompleted construction areas
and is located on Penn Avenue..

City Assessor Anderson pointed out that this property has already been
reduced because of being situated on Penn Avenue. He reviewed comparably valued
properties.
Motion by Tickner, seconded by Witte to sustain the value of this property
as determined by the city assessor.
All 'ayes - Carried. Absent - Law.
Walter Downey, 6528 Irving Avenue (28-028-24 24 0118) appeared before the
Board and questioned the rapid increase in the value of his home, which he felt
was unjustified in view of the age of the property.
Motion by Luettinger, seconded by Collins to reduce the value of this.
property $500 to $41,800.
Poll of votes: Ayes - Collins, Jacobsen, Ludeman, Luettinger, Witte. Nays -
Tickner. Carried. Absent - Law.
Gurupad Gundovi, 7415 Bloomington (35-028-24 41 0025) questioned his
increase in valuation from $39,200 to $48,400, which is more than 20%, although
he had paid $50,000 for the property in August, 1978.
City Assessor Anderson reviewed comparable properties.
Motion by. Ludeman, seconded by Tickner to sustain the value of this
property as determined by the city assessor.

Motion by Luettinger, seconded•by Collins that the meeting adjourn.
