05-12-1979 Special. CITY OF RICHFIELD Special Meeting May 12, 1979 The City Council of the City of Richfield met in special session on Saturday, May 12, 1979, at 10:00 a.m. The meeting was called to order by Mayor Loren L. Law. Councilman Ludeman gave the invocation. Present: Collins, Jacobsen, Ludeman, Luettinger, Law Mayor Law announced that this special meeting had been called for the purpose of selecting a new city manager, in culmination of the executive search authorized by the city council on January 15, 1979. The mayor presented an overview of the selection process, to date, in the search for a new city manager, and reported that three of the final candidates had indicated a willingness to be considered; namely, Karl Nollenberger, Jerry Pecinovsky and Terry Zerkle. A fourth candidate, Larry Arnold, had withdrawn from consideration. Each council member made general comments about the selection process used and reviewed their observations of each candidate as a result of their personal interviews conducted on the previous day. The council cast their first secret ballot, which resulted in four votes for Nollenberger and one for Zerkle. The council cast their second secret ballot, which indicated an unanimous selection for Nollenberger. Mayor Law recommended the following remuneration package for Mr. Nollenberger and indicated that Mr. Nollenberger had requested that a letter of agreement specifying these items be executed: 1. That the candidate be reviewed on his performance annually; 2. That the candidate advise his present employer of his appointment to the Richfield city manager position, and that he prepare to commence work in Richfield on July 1; Special Council Meeting -2- May 12, 1979 3.~ That the candidate be granted one week vacation leave in 1979 and three weeks in 1980; 4. That.the candidate be given 30 days advance sick leave, plus regular accruals on top of that, at the rate prescribed by city ordinance; 5. That the candidate be provided $5,000 life insurance, plus term life insurance in an amount equal to twice his annual. salary; 6. That the city provide and pay the premium for long-term disability insurance; 7. That the candidate be provided, at city expense, full individual and • - dependent medical insurance coverage; 8. That the candidate receive all holidays as provided for in city ordinance; 9. That the city pay dues for local, state and national professional associations; 10. That continual professional development of the city manager and staff be encouraged; 11. That the candidate must reside in Richfield; 12. That complete moving expenses will be paid by the city; 13. That, should the candidate need to maintain two households while relocating to the area, the city will pay occasional commuting expenses; 14. That a $175 per month car allowance will be provided; 15. That the city manager be provided an annual salary of $38,000;. 16. That a severance clause be established which provides that, if the candidate resigns, he be required to provide 45-days notice and that, if the city terminates the candidate, 90 days severance will be paid. The council requested that the mayor offer Mr. 1ollenberger the position of city manager upon these terms. Mr. and Mrs. Nollenberger were invited to the meeting, and Mayor Law offered Mr. Nollenberger the position of city manager with the terms outlined as noted. Mr. Nollenberger indicated his willingness to accept employment based upon these terms. Motion by Ludeman, seconded by luettinger to appoint Mr. Karl Nollenberger as city manager. Special Council Meeting -3- All ayes - Carried. May 12, 1979 Mr. and Mrs. Terry Zearkle and Mr. and Mrs. Larry Arnold, the other candidates, were presented to the council. The council members individually expressed their appreciation to these candidates for their interest in the Richfield city manager position and wished them well in their future career endeavors. The council expressed appreciation to Ms. Joyce Wilde, Acting City Manager, for the manner in which she and all of the city staff have handled the duties of the city manager's office since City Manager Burggraaff's~•departure.
