10-02-1978 SpecialCITY OF RICHFIELD SPECIAL MEETING - CONTINUED BUDGET HEARING October 2, 1978 The Council of the City of Richfield. met in special session in the council nhambers of the City Hall on Monday, October 2, 1978, at 7:05•p.m. to continue the hearing on the proposed 1979 budget and to discuss other matters. The meeting was called to order by Loren L. Law, Mayor. Present; Anderson, Jacobsen, Ludeman, Luettinger, Law 1. Commercial Planned Unit Development - United National Superblock Wayne Burggraaff, City Manager, reported that although it had been hoped that United National Corporation would be prepared to present the PUD proposal for .second reading of the rezoning ordinance at this meeting, they had advised the staff that they wished to request a continuation of the hearing to October 10,-1978. Motion by Jacobsen, seconded by Ludeman to continue this hearing to October 10, 1978. A11 ayes - Carried. 2. Proposed 1979 Budget Hearing Wayne Burggraaff, City Manager, reviewed the proposed budget relating to the provision for funding of regular CETA positions now employed by the city. He indicated that the 1979 proposed budget includes the current 15 regular positions, but does not include provision for continuing any of the CETA special projects that the city has had during 1978, including the Community Outreach project that has provided some transportation services for elderly and handicapped persons. Councilmen Anderson and Jacobsen indicated that they were in favor of continuing senior/handicapped transportation services, and would like the staff to explore alternatives for maintaining such services. Frank Johnson, 6344 Wentworth, Chairman of the Senior Citizens and Handicapped Commission, spoke in favor of continuing the transportation program. Also speaking Continued Budget Hearing -2- October 2, 1978 in favor of continuing this transportation program were Leon Brixius, 6701 Lakeview Avenue, and Lois Bendickson, 7217 Chicago Avenue. Motion by Anderson, seconded by Ludeman to indicate the council's intention to continue the senior citizen/handicapped transportation program through December 31, 1978, and to review alternatives to assure that senior/handicapped transportation will be available in 1979. All ayes - Carried. Wayne Burggraaff, City Manager, reviewed the proposed Public Safety Department budget. Tom Morgan, Public Safety Director, answered questions from the council. The proposed Public Works Department budget was reviewed by the City Manager. Carl Marinics, Public Works Director,. answered questions from the council. The council reviewed the proposed Environmental Health Department budget. I. R. Roesler, Environmental Health Director, answered questions presented by the council. The proposed 1979 budget for the Parks and Recreation Department was presented by the city manager and Don Fondrick, Parks and Recreation Director. Motion by Luettinger, seconded by Ludeman to direct the staff to prepare a letter to Hennepin County, requesting financial assistance to support operation of the Wood Lake Nature Center. All ayes - Carried. 3. Continuation of Meeting Motion by Anderson, seconded by Jacobsen to continue this budget review meeting to Thursday, October 5, 1978, at 5:30 p.m. All ayes - Carried.
