09-21-1978 SpecialCITY OF RICHFIELD SPECIAL MEETING - CONTINUED BUDGET HEARING September 21, 1978 The Council of the City of Richfield met in special session in the Council Chambers of the City Hall on Thursday, September 21, 1978, at 7:00 p.m. to continue the hearing on the proposed 1979 budget and other matters. The meeting was called to order by Mayor Loren L. Law. Present: Ludeman, Lue~tin.ger, Law Absent: Anderson, Jacobsen 1. 1979 Proposed Budget The mayor noted that there were a number of senior citizens and handicapped persons in the audience and asked if they wished to make any presentations. Mildred Stake, 7020 Park Avenue, appeared and indicated that the group was there because the proposed budget for 1979 did not make provision to continue the temporary CETA transportation service for senior citizens and the handicapped persons. She encouraged the council to continue this service. The City Manager explained that none of the temporary CETA projects which terminated in 1978 were proposed to be extended with city funds in 1979. He also indicated that several transportation options were available and that the MTC would extend the Project Mobility Service to Richfield in 1979. The following individuals also appeared and spoke regarding the Community Center services: Pauline Powell, 6324 - 16th Avenue Joy Vickerman, 7645 Blaisdell. Helen Miller, 7501 Pleasant Lois Bendickson, 7217 Chicago The council thanked the citizens for appearing and making their concerns known and indicated their willingness to include this request when they discuss and study the alternatives and agreed that some form of transportation would be available in 1979. Special Meeting-Continued Budget Hearing September 21,-1978 ' Joyce Wilde, Administrative Assistant, reviewed the Mayor Council budget. Ms. Wilde also reviewed the Executive Department budget. The council reviewed the Finance Department proposed budget. Thomas J. Moran, Finance Director, answered questions from the council. The council reviewed the Planning Department budget and Richard Krier, Planning and Redevelopment Director, answered questions from-the council. Inasmuch as the Planning Division was closely related to the activities of the Housing and Redevelopment Authority, the council recessed this hearing to consider the HRA budget at 9:30 p.m. At 10:05 p.m. the council reconvened. The council determined that they would not be able to complete and review all departments at this time and agreed to continue this budget hearing to October 2, 1978, at 6:30 p.m. 2. __ Vacation of Grand Avenue, Transitor Ordinance 16 49 First Reading. _ The City Manager reported that the legal description in the ordinance author- izing vacation of a portion of Grand Avenue had some omissions and the City Attorney had prepared a new ordinance with the correct phraseology and requested the council to give first reading of the ordinance and to set the second reading for the second meeting in October. Motion by Ludeman, seconded by Luettinger that this constitute a first reading of Bill 1978-16, Transitory Ordinance No. 16.49; that it be published in the official newspaper and that second reading of this transitory ordinance be scheduled for October 23, 1978.
