BOARD OF REVIEW
June 1, 1978
The Board of Review of the City of Richfield met in the Council Chambers of
the City Hall, 6700 Portland Avenue, on Thursday, June 1, 1978, at 7:00 p.m.
The meeting was called to order by Mayor Law.
Present: Councilmen Jacobsen, Ludeman, Luettinger and Mayor Law, as well
as resident members Harry Tickner, 6429 Russell Avenue, and
Harley Witte, 2911 West 70 1/2 Street
Also Present: Wayne S. Burggraaff, City Manager
Jean Mitchell, City Accountant
Vernon L. Anderson, City Assessor; and
City Appraisers Stan Thompson, Tom Hessing and
Jerry Hattlestad
Absent: Councilman Anderson (arrived at 7:10 p.m.)
The city manager asked Vernon Anderson, city assessor, to explain the Board
of Review procedure and other opportunities for property owners to appeal their
values. Mr. Anderson reviewed the procedures available to property owners in
having their properties reviewed.
The resident members of the Board of Review, Mr. Harry Tickner, and Mr.
Harley Witte, reviewed the trend in the increasing residential evaluations, which
they said are increasing from 1 1/2°~ to 3% monthly during the first few months-0f
1978..
Mr. Louis Thayer appeared before the Board of Review regarding his property
at 6233 Aldrich Avenue (45380/0670). He requested a reduction in has valuation
as he had been assessed for central air conditioning and he only had a window unit.
The city assessor said a 10% discount on the land and on the building had
already been given this property because of its close proximity to the freeway,
however, a $300 credit could be allowed for the air conditioning.
Motion by Anderson, seconded by Luettinger to reduce this valuation $300 as
recommended by the city assessor.
All ayes - Carried.

Lawrence Wozniczka, 6744 Wentworth, spoke regarding the credentials of the two
resident members.
The following individuals had indicated an intention to attend the Board of
Review, but did not appear:
Robert Williams-Geraldine Investments, 7344 Cedar Avenue (45331/8625 and 8650)
Mrs. Douglas Hunt, 7644 - 10th Avenue (46551/8000)
Mrs. Glenn C. Robinson, 6342 Pillsbury Avenue (46095/2100)
Mrs. Elmer C. Harris, 2016 W. Forest Drive (45355/5750)
The city assessor reported that he had reviewed these properties and that the
valuations appeared to be in order.
Motion by Anderson, seconded by Ludeman to sustain the value of these properties
as determined by the city assessor.
All-ayes - Carried.
Motion by Luettinger, seconded by Anderson that the meeting adjourn.
All ayes - Carried. Time: 8:00 p.m.
