The Council of the City of Richfield met in special session in the Council
Chambers of the City Hall on Monday, May 15, 1978 at 6:00 p.m. for a workshop
on the 1979 operating budget.
The meeting was called to order by Mayor Loren L. Law.
Present: Anderson, Jacobsen, Ludeman, Law.
Absent: Luettinger (Arrived at 7:35 p.m.)
The mayor stated this informal workshop would give the council an opportunity
to ask questions and offer suggestions with respect to service levels and
priorities for consideration in development of the proposed 1979 budget.
The city manager made a presentation on the annual budget preparation process
and suggested areas that the council may wish to consider; i.e., various interest
areas, prior years' experience, budgetary constraints, revenue sources and
review of service programs.
Council and staff discussions centered on the need to understand the impact
of mandated, but unfunded programs and the constraints concerning use of revenue
sources. Material was also presented on operating expenditure categories in-
dicating that any substantial budget change would have to be accompanied by
adjustment in personnel services. There was discussion on the need and method
provided for making an adjustment in the city's levy limit base.
Department directors made presentations on service programs under the
jurisdiction of the public works department, the park and recreation department
and the off-sale liquor store operation. Council members .and city staff members
participated in discussion of these programs.
Council members indicated a desire to give further consideration to the
following subjects: need for permanent alley improvements; a general need to

review and update the ordinance code; purchasing procedures; and. changes
anticipated in forthcoming federal legislation on the C.E.T.A. program.
It was agreed to schedule another special meeting to continue this dis-
cussiozi at 6:00 p.m. on Monday, June 30, 1978, in the city hall council chambers.
Motion by Jacobsen, seconded by Luettinger that the meeting adjourn.
