Regular Meeting
December 27, 1977
The Council of the City of Richfield met in regular session in the council
chambers of the city hall on Tuesday, December 27, 1977 at 7:0'0 p.m.
Councilman Anderson gave the invocation.
The meeting was called to order by Mayor Loren L. Law.
Present: Anderson, Jacobsen, Luettinger, Law
Absent: Ludeman
1. Minutes
Motion by Luettinger, seconded by Anderson that the minutes of the regul.a.r
council meeting of December 12, and the minutes of the special council meeting of
December 19, 1977 be approved as presented.
All ayes - Carried. Absent - Ludeman.
2. Renewal of On-Sale and Sunday Liquor Licenses., The Godfather, Inc.,
708 West 66th Street
City Manager, Wayne Burggraaff, reviewed The Godfather, Inc. application
material as presented in Council Letter No. 383 for renewal of on-sale and Sunday
liquor licenses. He reported the applicant had submitted a7.1 the required in-
formation necessary for license renewal and recommended it be granted with the
provision that the applicant provide monthly financial statements to the City
of Richfield.
Mr, John Anzevino, president of the corporation, appeared before the council.
in support of his application.
Motion by Jacobsen, seconded by Luettinger to close the hearing.
All ayes - Carried. Absent - Ludeman.
Motion by Luettinger, seconded by Anderson to approve renewal of the on~sale
and Sunday liquor license to The Godfather, Inc., with the stipulation that the
applicant provide monthly financial statements to the City.

3. Minutes, Tabulation of Bids and Award of Contract for Worker's Compensation
And General Business Liability Insurance
Administrative Assistant, Joyce Wilde, reviewed the bid received from Marsh
and McLennan Insurance Agency for worker's compensation, general business .liability
and umbrella insurance. Ms. Wilde summarized the reasons for the increased premiums
and reviewed the city's loss experience as described in Council Letter No. 382.
Council discussed the situation and supported the idea of the League of Minnesota
Cities working on this matter since it was affecting all cities.
Motion by Jacobsen, seconded by Luettinger that the city council take the
following actions:
1. Accept, file and approve the minutes of the bid opening and
the bid tabulation.
2. Authorize acceptance of the 1978 insurance coverage bid of
Marsh and McLennan Agency.
3. Authorize preparation of a general fund contingency transfer
resolution in the estimated amount of $35;000.
4. Authorize the city manager and his staff to continue to work
with other jurisdictions to explore alternative means to
protect the city's insurance exposure at lower cost to the city.

4. Purchases in Excess of $1,000 - Vehicles for Public Safet Department
The City Manager recommended the purchase of six public safety patrol
automobiles to replace fully depreciated vehicles in the Central Garage Revolving
Fund. The amount of the purchase is $32,575 as shown in Council Letter No. 386.
Motion by Anderson, seconded by Jacobsen to authorize the purchase of six
public safety patrol vehicles in the amount of $32,575.

5. Authorization to Readvertise for Bids for Removal of Lime Slud e
The City Manager requested council authorization to readvertise for .bids

for the annual excavation, removal and disposal of lime residue at the water
treatment plant inasmuch as no bids were received when last advertised in October
(Council Letter No. 384).
Motion by Anderson, seconded by Jacobsen to approve the authorization of
call for bids for the removal of lime sludge residue.
All ayes.- Carried. Absent - Ludeman.
6. Release of Off-Street Parking Bond, Maurer Construction, 1300-1302 East 6.6_th Street
The City Manager recommended release of the off-street parking bond at 1300-
1302 East 66th Street, as indicated in Council Letter No. 381.
Motion by Jacobsen, seconded by Anderson that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes:

7. Final 1977 Revision for Departmental Budget Appropriations
The City Manager submitted the annual resolution which provides for the final
revision of the department budget appropriations as explained in Council Letter No.
385. He noted that the total anticipated expenditures for 1977 remain unchanged
at the limit established by the city council when the revised 1977 budget was
approved in October, 1977.
Lawrence Wozniczka, 6744 Wentworth, questioned some of the increases in the
budget revision. The City Manager provided the detail requested by Mr. Wozniczka.

8. _ Adjustments in Compensation of Emplo ees in the Management Pa Plans
and the City Council for 1978
The City Manager recommended adoption of the 1978 management pay plan
resolution described in Council Letter No. 369. He explained that this action
would increase the minimum and maximum rates in each range by six percent.
Motion by Jacobsen, seconded by Anderson that the following resolution be

9. Amendment to Animal Contract for 1978
The City Manager reviewed the information in Council Letter No. 380 concerning
Oak Crest Kennels, with whom the city currently has a contract for handling impounded
animals. He recommended that the contract be amended by increasing the daily
boarding fees of animals from $2.50 per day to $2.75 per day.
Lawrence Wozniczka, 6744 Wentworth, questioned the increase. The Public
Safety Director and City Manager answered Mr. Wozniczka's questions.

The City Manager recommended denial of the application of Robert Louis
Boenhardt for a taxicab driver's license due to his criminal violations and lack
of a valid driver's license.
Motion by Anderson, seconded by Jacobsen to deny a taxicab driver license

Lawrence Wozniczka, 6744 Wentworth, questioned whether the commercial incin-
erators for which licenses were being issued met air-pollution requirements. The
City Manager replied that they met the State Pollution Control Agency requirements
and were monitored periodically by city environmental sanitation staff personnel.
13. Discussion Item (Not on Agenda)
Councilman Luettinger described HF 1381 and SF 865 which would shift costs
of controlling drunken drivers from general tax funds to consumers of on-sale
alcoholic beverages by establishing a special tax on such drinks. He proposed
that the city council adopt a resolution in support of such legislation.
Motion by Anderson, seconded~by Luettinger that the city council support
HF 1381 and SF 865 and that the following resolution be adopted; that it be spread
