Special Meeting
December 19, 1977
The Council of the City of Richfield met in special session in the council
chambers of the city hall on Monday, December 19, 1977 at 7:00 p.m.
The meeting was ca ed to order by council president pro tem Ludeman.
Present: Jacobsen, Ludeman, Luettinger
Absent: Anderson, Law (Councilman Anderson arrived at 7:10 p.m.)
1. Hearing on Year IV, Community Development Block Grant Program
City Manager, Wayne Burggraaff, indicated that the purpose of this hearing
is to provide council members and interested residents an opportunity to review
the history and possible uses of community development block grants.
Councilman Anderson arrived at 7:10 p.m.
Planning Director, Richard Krier, reviewed the activities which Richfield
has undertaken during the past three years with the community development block
grant. He reviewed the federal regulation on the use of community development
funds and the types of activities which are eligible for use of these monies.
Hennepin County has estimated that Richfield will receive $361,692 in community
development funds for Year IV, which will run from August, 1978 through July, 1979.
Richfield must prepare a community development plan describing how these funds
will be used, by February, 1978.
Larry Blackstad, Assistant Planner with the Property Management Division of
Hennepin County, was present and answered questions from the council.
The City Manager summarized the efforts which had been made to insure public
involvement in the planning process for use of this grant, including legal notices,
and feature story in the "Richfield Sun", and a notice of a January 9, 1978
public hearing in the winter Richfield Newsletter.
