SPECIAL MEETING - CONTINUED BUDGET HEARING
October 3, 1977
The Council of the City of Richfield met in special session in the Council
Chambers of the City Hall on Monday, October 3, 1977 at 7:50 p.m., following the
HRA budget hearing to continue the 1978 city budget hearing.
The meeting was called to order by Mayor Law.
Present; Anderson, Jacobsen, Ludeman, Luettinger, Law.
Mayor Law excused himself to attend a VEAP meeting.
The City Manager made presentations and the city council considered and com-
pleted their review of the following budget activities:
Inspection, Public Works Department, General
Governement Buildings, Publics Work Department,
Health Department
Mayor Law returned at 9:Q0 p.m.
The City Manager and Public Safety Director made presentations and answered
questions on the Public Safety budget activities. The c~.ty council completed their
review of these activities.
Geri Christensen, 6929 10th Avenue, asked questions about fire division
personnel utilization and how retired fire personnel were replaced. Emergency
medical services were also generally discussed.
The Unallocated account was the final general Fund budget activity reviewed
by the city council.
Lawrence Wozniczka, 6744 Wentworth, advocated not budgeting at the levy
limitation. He said he felt services were going down and he would like to see
taxes reduced and services increased. He also questioned increases in the Planning
budget, and spoke of slow snow removal service and inadequate street maintenance.

Motion by Anderson, seconded by Jacobsen that the following resolutions be
adopted; that they be spread in the resolution book and that they be made apart
